JOB PURPOSE :
Provide a complete range of civil engineering services to business unit. Provide technical support, advice and directions on civil projects. Preparation of conceptual plans, basic & detailed engineering, scope of works and outline specifications that best suit stake holders' requirements including its estimated cost. Participate in the review and / or preparation of contracts. Evaluate bidder's capabilities (from vendor management) and recommend bidder list for submission. Conduct pre-tender meetings where civil works is concerned. Participate in the vendor pre-qualification evaluation. Evaluate technical bid proposals and prepare technical evaluation report & recommendation. Prepare of civil works related tender & construction drawings including specifications as required. Review proposed civil works related fabrication drawings and specifications submitted by contractor. Routine Site visits to ensure works whether for proposal or in progress will adhere to required standards. Coordinate with other discipline engineers on all aspect during the development of the works to ensure conformity of engineering & user's requirements, Attend weekly and / or monthly project meetings. Liaise with consultant and contractor. Project monitoring and reporting. Review and approval of detailed design, drawings, specimen and substitution submittals. Review of project quality plan. QA/QC of the construction materials. Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls. Contracts Administration - Variation and Cost Control. Verify progress and approval for milestone payments. Ensure project deliverables as per client requirement. Discuss any non-conformance with contractor's site manager and presented to ADNOC Drilling Project Manager/Focal Point. Assist ADNOC Drilling project Manager/Focal Point.

- Routine project site visits.
- Provides technical advice & directions to civil projects.
- Verifies, evaluates and prepares variation orders for Project. Applied judgment and proposed negotiation strategies and meetings and chaired such meeting to settle claims. Prepared recommendations for review by end user contract administrator / manager prior to obtaining necessary approvals.
- Coordinates with other discipline engineers on all aspect during the development of the works to ensure conformity of engineering and user's requirements.
- Liaises with consultants & contractors.
- Attends regular project meetings.
- Participates in the review and / or preparation of contracts.
- Attends monthly EMC projects meeting.
- Studies & prepares of conceptual drawings, basic & detailed engineering, outline specifications and scope of works.
- Bidder list evaluation.
- Conducts pre-tender meetings. Advises bidders on clarifications during site visits.
- Conducts project kick-off meeting.
- General building materials and hardware evaluation.
- Tender technical bid proposal evaluation, clarifications and preparation of report / recommendation.

- Comply with all UAE, ADNOC, ADNOC Drilling and client Asset Integrity Management codes of practice.
Generic Accountabilities Supervision
- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
- Provide input for preparation of the Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
- Investigate and highlight any significant variances to support effective performance and cost control.
- Implement approved Section policies, processes, systems, standards and procedures in order to support execution of the Section's work programs in line with Company and International standards.
- Comply with all applicable legislation and legal regulations.
- Contribute to the achievement of the approved Performance Objectives for the Section in line with the Company Performance framework.
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
- Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines across the Division in line with international standards, best practices and Corporate Code of Practices and to ensure integrity and safety of assets.
- Provide inputs to prepare Section MIS and progress reports for Company Management.
COMMUNICATIONS & WORKING RELATIONSHIPS:

- Interaction within business unit to contribute and lead business unit team assignments.
- Maintains strong links with site personnel to ensure proper technical support is provided.
- Interacts with other service unit personnel to complete scope of assignments.
External
- Frequent contacts with external consultants, contractors and vendors.
- Occasional contacts with counterpart in the industry and their group of companies for exchange of technical expertise & information and governmental agencies.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
- Bachelor Degree in Civil Engineering.
Minimum Experience & Knowledge & Skills
- 5 years' construction experience in large industries including site activities and planning experience.
- Excellent knowledge and understanding of the principles, practices and methods of civil engineering.
- General understanding of IBC, UBC, AASHTO, AISC and NFPA.
- Computer literacy including use of ACAD, planning system software and other spreadsheet and database systems.
- Good knowledge of spoken and written English.
