JOB SUMMARY
The Commissioning Review Officer plays a key role in supporting Commissioning Managers to ensure high-cost care packages, including Continuing Healthcare (CHC) and complex care are clinically appropriate, cost-effective, and compliant with NHS standards. The postholder is responsible for conducting thorough reviews of commissioned packages of care, validating associated financial data, and maintaining accurate and up-to-date records to support strategic decision-making.
Working closely with clinicians, social care partners, and care providers, the role requires strong analytical capability, sound understanding of NHS commissioning frameworks, and the ability to challenge and monitor care provision to ensure quality, safety, value for money, and contractual compliance. This position is essential in helping deliver safe, high-quality services while ensuring resources are used responsibly and efficiently.

PRINCIPAL TASKS & ACTIVITIES
Review of Care Packages
- Undertake scheduled and ad-hoc reviews of high-cost care packages, including Continuing Healthcare (CHC) and complex care.
- Provide detailed review findings and recommendations to Commissioning Managers to support informed decision-making.
- Identify opportunities for cost savings and record for review by Commissioning Managers, ensuring patient safety and quality are maintained.
Quality Assurance
- Monitor provider compliance with contractual obligations, NHS standards, and safeguarding requirements.
- Escalate concerns regarding quality, safety, or financial risk promptly to Commissioning Managers for action.
- Support Commissioning Managers in implementing corrective measures with providers.
Financial Oversight
- Validate costs against agreed rates and contractual terms, highlighting discrepancies.
- Support Commissioning Managers to prepare clear financial summaries for to aid budgetary control and planning. For reporting to senior leaders.
Stakeholder Collaboration
- Liaise with clinicians, social care teams, and providers to gather accurate information for reviews.
- Act as a key point of support for Commissioning Managers in ensuring reviews are completed within agreed KPI's.
Reporting & Data
- Maintain accurate, up-to-date records of reviews, outcomes, and recommendations.
- Produce information to support Commissioning Managers in producing reports to Senior Leaders to inform strategic decisions and identify trends.
SKILLS, QUALIFICATIONS & EXPERIENCE
EXPERIENCE
Essential:
- Experience in health commissioning or reviewing care packages.
- Understanding of NHS Continuing Healthcare, Funded Nursing Care, and relevant legislation.
Desirable:
- Experience in contract monitoring or quality assurance.
SKILLS & COMPETENCIES
- Strong analytical and problem-solving skills.
- Knowledge of NHS commissioning frameworks and Continuing Healthcare processes.
- Ability to interpret clinical information and financial data.
- Excellent communication and negotiation skills.
- Proficiency in Microsoft Office and commissioning systems.
Desirable:
- Report writing and data analysis expertise.
QUALIFICATIONS
Essential:
- Relevant experience in complex care commissioning.
Desirable:
- Degree or professional qualification in health or social care.
