Brief Description

As a construction management assistant, you will be involved in monitoring contractors' site activities on or near the railway as Network Rail's representative to confirm that their site activities are conducted in a safe manner with minimum impact on the operational railway. You will also undertake protection duties, where directed, to safeguard contractors staff where work being undertaken requires protection as required by the Rule Book.

About the role (External)

Every day will be different, but you can expect to be involved in the following activities:

Ensuring contractor compliance with safety, quality, and environmental standards on Network Rail sites. Other responsibilities include monitoring site activities, promoting HSQE awareness, reviewing documentation, validating workforce competency, and ensuring adherence to approved work methods. You will also be involved in maintaining a strong site presence to safeguard operational railway safety, address non-conformances, and perform Coss/Site Warden duties where required.

As a Construction Management Assistant, you will be responsible for the following:

1. Work with contractors to deliver site activities that comply with PACE (NR_L2_P3M_201 - Project Acceleration in a Controlled Environment), relevant rules, regulations, Railway Group and Network Rail's company standards and all applicable procedures and legislation.

2. Encourage an awareness of the importance of HSQE and good workmanship by regular communication with all contractors' and make the contractor aware of NR's policy for reporting accidents /incidents.

3. Review & accept in conjunction with the Protection Engineer contract documentation. Check whether that contractor has in place adequate communication plans to inform line-side residents of proposed works.

4. Monitor validity of Contractor's employee's competency documentation, prior to works commencing and during all phases of work, using sentinel and construction industry checklists.

5. In liaison with the contractor, jointly inspect first off examples of elements of the works, at the earliest opportunity, in order to agree the detailed workmanship standards for consistent application to the whole of the works.

6. Maintain a regular and frequent site presence at all worksites and to continually monitor, and correct where necessary, the standard and methods of work, being always vigilant for inadequacies. Where remedial actions are required confirm whether non-conformance reports are raised and closed out in an auditable manner. Maintain site diary as appropriate.

7. Monitor progress of the works by regular site visits, inspections, and progress meetings, comparing work in progress with contract documents and information given at site meetings and with the overall contract programme. Locally agree site records with the contractor for payment purposes.

8. Inspect completed works and survey for the readiness of portions of the work for inspection and for the recording of the outcome and the control of any remedial works required.

9. Keep track of construction progress against the programme and report to the Construction Manager in a timely manner as directed by him.

10. Day-to-day engagement with the team and stakeholders

The applicant will be required to work across a number of projects within the ASPRO WCS Route Portfolio and should have knowledge of relevant standards such as NR/L1/CIV/094, NR/L2/CIV/095, NR/L2/CIV/096, NR/L3/CIV/0063, NR/L3/OPS/0064, NR/L2/OHS/019, and associated guidance, including that provided by the Construction Plant-hire Association (CPA).

Location & Working Pattern

This is a full-time role and will involve attending various site locations between Milton Keynes and Tamworth In line with our fatigue management process, you must live within approximately 75-90 minutes of these areas. You will also be required to attend our offices at Baskerville House or The Quadrant as business needs dictate.

In order to be successful in this role, we would like you to have/to be:

• 5 years' experience in construction or railway industry.

• 2 years' experience in supervisory role in construction or railway industry.

• Good communication skills.

• Nebosh construction certificate.

• Environment Awareness.

• Construction Site Supervisor card from CITB Construction Skill Certification Scheme

• Good understanding of Rule Book Site Safety arrangements

We would also like but it isn't crucial to have/to be:

• Construction trade background

• Commercial awareness.

• Clean driving license

• PTS, Coss certification.

• ES certification
