PBF is the brownfield project. It's managing projects from FEED/Basic Engineering to Startup/ hand-over to Block Field Operation teams.
The nature of the brownfield projects, i.e. most of the execution activities offshore are executed in SIMOPS on live FPSOs (Girassol, Dalia, Pazflor, CLOV on Block 17, Kaombo Norte and Sul on Block 32 and Begonia on Block 17/06) and congested seabed, increases the risks and consequently the challenges of the projects (co-activities with other projects and maintenance activities, minimization of production shortfalls...).
PBF is managing EPC contracts with major international Contractors but also local players including onshore prefabrication in Angola, offshore construction and Installation (FPSO modifications, TOPSIDES, SURF, SPS, SIMOPS, high number of contractors & subcontractors).
Job Description
The Topsides Engineering Leader service is key in the Topsides transverse team.
- The PBF Topsides department has been created to support all the different projects (revamping, maintenance, new projects, infills).
- PBF projects: LIFEX - Closed flares - CLOV PH2+ - CLOV PH3 - BEGONIA - DALIA PH4 - GIR-DAL-PAZ INFILLS - MANGANES.
Activities:
1. HSEQ: To demonstrate exemplary behavior regarding H3SE and Quality, to ensure his team to master the required HSEQ competencies, to implement H3SE requirements (including TEPA referential and local rules/laws within his area of responsibility) and to ensure that H3SE issues are properly captured in all the relevant documentation. To promote safety & quality culture within the project and his/her activities.
To ensure that safe and ethic working practices are carried out within the activities that he/she is managing or interfacing with.
2. Organization / Team Management: To assist the Department Manager in the mobilizing and the development of an efficient engineering organization and a team of specialists highly motivated and reactive; to mobilize on spot basis HQ specialists as required to address specific subjects; to set up and ensure the implementation of engineering procedures and plans, in accordance with the Projects requirements, as well as Company and Contractor's quality plans. To coordinate all the activities of the Topsides Engineering team by informing, supporting, and directing personnel in their roles, responsibilities and objectives. To keep the engineering team members focused on the essential topics, and to arbitrate priorities of the
shared resources with PBF in the best interest of the Projects. To assist the Department Manager with the Coordination of all transverse activities and act on his behalf if required.
3. Engineering follow-up: To identify, implement and manage all necessary engineering studies within the several projects specified scope of work. To supervise and control engineering of contractors (engineering and EPCI contractors) by timely reviewing / validating the documentation issued by contractors (technical documentation / queries / derogation requests), in compliance with Project Specifications and Procedures, with the objective to ensure respect of Schedule, Costs, Quality and Safety. For all engineering activities, to promote a good enough approach seeking optimizations and savings all along the different phases of the
project without impairing QHSE objectives.
4. Audits: To organize and to participate to project reviews as requested by TOTALENERGIES's referential (HAZOP, HAZID, PRs...).
5. Interfaces: To supervise and coordinate the engineering interfaces activities with SURF and SPS activities. Specific attention shall be paid tothe interfaces with all the tenderers/contractors to ensure that engineering activities progress in a manner compatible with the options proposed by tenderers (and/or that adjustments to the tenderers design are proposed and developed by the tenderer to match engineering constraints for the best interest of the Project).
6. Communication: To keep regular and good quality communication with his/her counterpart(s) on Contractor's side and put in placetechnical meetings to follow up progress, explain main comments, and provide guidance etc... Promote good relationships between Contractor and engineering team and a working together approach.
To keep the Department Manager, the Projects Manager and all parties (as required) informed regarding ongoing activities status. To advise the Department Manager on architecture-related actions/decisions. To report to the Department Manager the main technical issues, areas of concern, progress, quality etc.... Propose mitigation measures when drift is noticed. To interact effectively with the rest of PBF Management and external stakeholders, including statutory auditors, shareholder auditors and other entities as required.
7. Contracts: To assist the Department Manager with the different scopes related to Call for tenders' activities (scope of work definitions, clarification evaluations) and act on his behalf if required. During the various contracts execution, to prevent as far as practicable Change Orders by early identification at engineering stage of unjustified deviations to the Contract.
8. Procurement & Construction (during execution phase): To prioritize engineering activities to ensure the adequate progress of procurement (especially Long Lead Items) and construction of the Topsides. Set-up plans for the approval of the Vendor Documentations as necessary.
9. Lessons learnt: To gather ‘lessons learnt' and provide feedback to PBF REX Engineer. To gather ‘lessons learnt' and provide feedback to other entities as required and ensure that lessons learnt from previous projects are integrated in the different projects and get support.
Qualifications
- Qualification : Degree in Engineering.
- Professional Experience: 15 years in Oil & Gas industry with broad experience of brownfield projects, engineering and operations in Offshore.
- Languages: Fluent English. Portuguese and French are a plus.
- Good communication and intercultural skills with ability to understand and work in transverse teams and with Contractors and personnel from different countries.
- Organizational skills, autonomous, positive attitude, motivation and team spirit mandatory.
