About the role:
We are looking for a driven and strategic commissioning professional to lead the development and delivery of placement commissioning for looked after children in Powys. You will play a key role in implementing the Welsh Government's No Profit agenda, strengthening placement sufficiency, and expanding high-quality in-house provision. - Strategic Thinking: Ability to develop long-term plans and strategies to improve services.
- Leadership and Management: Strong leadership skills to inspire and motivate teams, along with effective management of resources and staff.
- Collaboration and Partnership Building: Skills in building and maintaining partnerships with various stakeholders, including local authorities, health services, and community organisations.
- Skilled negotiator with experience influencing the market and securing value for money
- Confident in contract management, performance monitoring and quality assurance
- Strategic thinker with experience delivering complex projects and capital programmes
- Passionate about improving outcomes for children through sustainable, child-centred commissioning
- Communication: Excellent communication skills to convey strategies, plans, and outcomes to a wide range of audiences.
What you will do:
- Developing and implementing strategic plans to ensure objectives and targets are fully met.
- Lead placement commissioning for looked after children, ensuring quality, value, and sufficiency
- Drive implementation of the Welsh Government No-Profit agenda and develop local in-house provision
- Manage the commissioning cycle end-to-end: needs analysis, service design, procurement & review
- Build and maintain strong provider relationships and lead contract monitoring and negotiation
- Oversee capital projects, grant applications and reporting to support service development
- Engage with internal and external partners to co-produce commissioning solutions and deliver sustainable change
