The Quality Engineer is responsible for leading and managing all quality assurance (QA) and quality control (QC) activities across the entire project lifecycle, including procurement, supply chain, fabrication, construction, and commissioning. This role ensures that all project deliverables meet the highest standards of quality, safety, and compliance with international codes, client specifications, and regulatory requirements. The Quality Engineer acts as the primary interface for quality-related matters with clients, vendors, and subcontractors, fostering strong relationships to ensure alignment and collaboration. Key responsibilities include developing and evaluating Inspection and Test Plans (ITPs), coordinating inspections, leading pre-inspection meetings, conducting audits, and driving continuous improvement initiatives. The role requires a deep understanding of international standards for offshore module fabrication, including structural, piping, electrical, instrumentation, rotating/static equipment, welding, and materials, ensuring safe, reliable, and cost-effective project execution.

Primary Responsibilities 主要职责：

• Develop and implement comprehensive quality management plans, procedures, and strategies tailored to the project's scope and requirements.
• Act as the primary quality focal point for the project, ensuring alignment with client expectations and contractual obligations.
• Provide technical expertise and leadership to the project team, ensuring a culture of quality excellence and continuous improvement.
• Oversee and coordinate all inspection activities, including vendor inspections, fabrication yard inspections, and site inspections, ensuring compliance with ITPs and project specifications.
• Lead pre-inspection meetings (PIMs) with clients, vendors, and subcontractors to establish clear quality expectations and inspection protocols.
• Conduct quality audits and site walkdowns to identify potential issues, ensure adherence to standards, and drive corrective actions where necessary.
• Ensure compliance with key international standards, including but not limiting to:
• Structural: API RP 2A-WSD, ISO 19902, DNV-ST-N001, NORSOK N-004.
• Piping and Pressure Equipment: ASME B31.3, ASME Section VIII, API 570, NORSOK P-001.
• Electrical and Instrumentation: IEC 60079, IEC 61892, IEC 61508/61511
• Rotating and Static Equipment: API 610, API 617, API 650, API 661.
• Welding and Materials: AWS D1.1, ASME IX, ASTM, ISO 15614, NACE MR0175/ISO 15156.
• Evaluate and qualify vendors and subcontractors based on their quality capabilities, ensuring alignment with project requirements.
• Monitor vendor and subcontractor performance, addressing any quality-related issues and ensuring timely resolution of non-conformances.
• Review and approve vendor quality documentation, including ITPs, material certificates, and inspection reports.
• Ensure that all project deliverables, including equipment packages and fabricated modules, meet the required quality standards and specifications.
• Manage deviations, non-conformance reports (NCRs), and corrective actions, ensuring proper documentation and resolution.
• Prepare and deliver detailed quality reports, including inspection summaries, audit findings, and lessons learned, to project stakeholders.
• Lead quality meetings to review progress, address challenges, and align on priorities.
• Drive continuous improvement initiatives by analyzing quality performance data, identifying trends, and implementing lessons learned.
• Develop and deliver training programs to enhance quality awareness and competency across the project team.
• Promote a proactive approach to quality management, encouraging team members to identify and address potential issues before they escalate.
• Ensure that all quality activities are conducted in compliance with HSE policies, legal requirements, and industry regulations.
• Lead and manage a team of quality professionals, including inspectors and auditors, ensuring clear roles, responsibilities, and priorities.
• Monitor and evaluate the performance of quality personnel, providing guidance and support to achieve project objectives.
• Ensure adequate quality resources are mobilized and maintained throughout the project lifecycle.

Project Specific Responsibilities 项目具体职责:

• Coordinate and lead inspections at vendor facilities, fabrication yards, and construction sites, ensuring adherence to ITPs and quality standards.
• Develop and review ITPs for equipment packages, materials, and fabrication processes, ensuring alignment with project needs and international standards.
• Lead pre-inspection meetings (PIMs) and site quality walkdowns, ensuring alignment on quality expectations and identifying areas for improvement.
• Monitor and manage quality-related issues, including non-conformances, deviations, and corrective actions, ensuring timely resolution and proper documentation.
• Ensure compliance with international standards, including structural, piping, electrical, instrumentation, and equipment codes.
• Prepare and deliver quality reports, including inspection summaries, NCRs, and lessons learned, to project stakeholders.
• Support the Project Manager in addressing quality-related issues and ensuring alignment with contractual and regulatory requirements.
• Drive continuous improvement initiatives, ensuring lessons learned are captured and applied to future projects.

Qualifications/ Requirements 任职要求:

• Bachelor's degree in Engineering, Quality Management, or a related discipline.
• Minimum of 10 years of experience in quality assurance and control within the offshore oil and gas industry, with at least 3-5 years in a leadership role.
• Strong experience in managing quality for procurement, fabrication, and construction phases of offshore module projects.
• In-depth knowledge of international standards and codes, including:
• Structural: API RP 2A-WSD, ISO 19902, DNV-ST-N001, NORSOK N-004.
• Piping and Pressure Equipment: ASME B31.3, ASME Section VIII, API 570, NORSOK P-001.
• Electrical and Instrumentation: IEC 60079, IEC 61892, IEC 61508/61511
• Rotating and Static Equipment: API 610, API 617, API 650, API 661.
• Welding and Materials: AWS D1.1, ASME IX, ASTM, ISO 15614, NACE MR0175/ISO 15156.
• Proficiency in developing and evaluating ITPs, quality plans, and inspection reports.
• Strong understanding of fabrication and construction processes, including welding, NDT, and material testing.
• Excellent communication and interpersonal skills, with the ability to build strong relationships with clients, vendors, and team members.
• Strong problem-solving and decision-making skills, with a focus on continuous improvement.
• Ability to work collaboratively in a multi-disciplinary team environment.
• Proficiency in MS Office tools (Word, Excel, PowerPoint).
• Willingness to travel to vendor facilities, fabrication yards, and construction sites as required.
• Fluency in English, both written and verbal; additional language skills are a plus.
