KBR is seeking a Senior SIGINT Engineer SME with technical and engineering skills with relevant SIGINT mission expertise or design, development, integration and testing of SIGINT payloads and systems to be part of our team supporting our customer in Chantilly, VA that delivers mission-critical capabilities directly supporting intelligence-gathering missions from overhead systems. We lead architectural assessments and report recommendations to senior US Government personnel guiding acquisition and execution of next-generation SIGINT systems needs for the next 10-20 years. These systems deliver collected data distributed to US Government Intelligence Community and Military users. An Active/Current TS/SCI with polygraph clearance is required for consideration.

The SIGINT Engineer serves as a technical advisor to support the Government with design, development, integration and testing of SIGINT payloads and systems needs for the intelligence and DoD communities. The SIGINT leadership team embraces innovation in a relentless effort to meet intelligence needs and shorten the timelines to provide actionable critical information to US Government decision-makers. This is a position of trust advising the US Government and supporting critical missions in SIGINT, COMINT, FISINT, and ELINT. The successful candidate will have a degree in engineering or other technical discipline and will have intimate knowledge of SIGINT missions and processing of data. The successful candidate will be able to characterize RF data and provide independent data assessments of outputs. The candidate will also have experience presenting data to decision makers and is able to work as part of a team or independently.

Key Responsibilities:
  • Assess payload designs and effectiveness and provide feedback to government and system developers
  • Provide initial analysis of RF data to characterize, parameterize, and provide independent data assessment for suitability to meet requirements; recommend changes to design to improve ways to meet requirements
  • Work with mission partners on mission needs and data delivery options to ensure optimized RF collection
  • Lead capabilities experiments / exercises, systems integration, and operations performance analysis
  • Lead the execution and management of systems engineering
  • Lead the execution of the Engineering/Data Requirements for new systems
  • Lead development of systems engineering artifacts required for a request for proposal and evaluating proposers' systems engineering artifacts in proposals and develop technical evaluations, assessments and realism reports
  • Perform technical management of studies and production contracts to include performance and schedule assessment of vendor and supplier activities
  • Participate in regular interactions with other system engineers and vendors. Author presentations and background papers for management and executive-level meetings
  • Assist in ensuring vendors build and perform AI&T engineering processes as required
  • Lead technical reviews, validate requirements verification, author and review CDRLs and other data, and make determinations of the applicability of technical designs and comments provided by SMEs during TEMS and document reviews
  • Lead the collection, organization, distribution, and interpretation of technical data relating to studies and entire system life cycle including both Government and Vendor SMEs

  • Travel Requirements: Up to 20% (continental US)

Qualifications:

Required:
  • Active TS/SCI with polygraph clearance
  • Bachelor's degree (Master's degree preferred)
  • 20+ years of experience in SIGINT systems engineering
  • Knowledge of SIGINT collection space systems and related Freq management and crypto needs
  • Understanding of RF environments and space signal propagation
  • Strong communication skills (written and oral)
  • Understanding of the tasking, collection, and processing lifecycle
  • Strong understanding of system and subsystem manufacturing, Assembly Integration and Test (AI&T), quality assurance and mission assurance activities for spacecraft, payloads and ground software
  • Familiarity with IC acquisition policies and procedures
  • Demonstrated experience with IC and Westfields Customer acquisition milestones and development of acquisition packages for milestone reviews.
  • Systems engineering background with space systems acquisition experience and working with hardware developers.
  • Experience with TDOA, AoA, and other processing techniques

Desired:
  • Masters degree in engineering discipline or systems engineering
  • Specific knowledge of the Westfields Customer and its processes
  • MBSE experience
  • Experience with Test and Evaluation
