Job Description

The talent pool for Airport Planning Engineers supporting Middle East projects consists of candidates with strong expertise in airside and landside planning, master planning, and regulatory compliance. The pipeline includes professionals with regional experience and familiarity with major aviation authorities and international standards. Overall, the pool is stable, with a good mix of readily available candidates and a few niche skill gaps in advanced planning tools and large-scale project exposure.

Responsibilities

• Manage and review contractor schedules for project compliance requirements.
• Engage with Contractors to develop delivery, recovery, and mitigation plans.
• Develop detailed schedules with resource/cost loading at the activity level.
• Develop and maintain detailed deliverable lists for each design project in coordination with the Project/Engineering Manager.
• Implement a deliverable-based progress measurement model and coordinate with Leads to maintain periodic updates.
• Utilize Earned Value Management techniques to evaluate schedule and cost performance metrics.
• Maintain weekly updates of the Earned Value Analysis dashboard at the project and Sector level.
• Construction Support: Review, check, and evaluate the contractors' schedule of works. Monitor the work progress, compare it to the accepted program of work, and report to the Project Manager.
• Prepare weekly and/or monthly progress reports covering the status of construction projects.
• Proposal Support: Develop schedules in support of Parsons' proposals for new pursuits.
• Attend meetings (both internally and externally) and discuss/present schedule/progress-related matters.
• Informs themselves of the relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications

• Bachelor's degree in Civil engineering, Construction or related field, and minimum 10-15 years of experience in Planning/Scheduling, utilizing Primavera Project Management'P6'.
• Experience working on GCC projects.
• Proven experience in the utilization of Earned Value Management in performance analysis and reporting.
• Must be fluent in English, both written and spoken, and be able to communicate effectively with colleagues and managers.
• Must have excellent skills in utilizing MS Office applications, especially Excel. Must be able to create and maintain complex spreadsheets, including the utilization
• Must be capable of working under pressure.
• Good communication, organizational, and interpersonal skills.
• Experience of working internationally (preference for GCC experience).
