Are you passionate about improving outcomes for children and young people with Social Emotional Mental Health (SEMH) needs, and those accessing alternative education pathways?
Do you thrive when analysing data, managing budgets, and commissioning high-quality provision that makes a real impact?

If so, we'd love to hear from you.

About the Role

We are looking for a motivated and skilled professional to support the commissioning and funding arrangements across Nottinghamshire. In this varied and rewarding role, you will help ensure that children and young people have access to the right educational support-whether through School Behaviour and Attendance Partnerships (SBAPs), or Education Other Than at School (EOTAS) provision.

Key Responsibilities

In this role, you will:
  • Collate, manage and analyse complex data to understand the needs of children and young people with SEMH, Disabilities, exclusions or those accessing alternative provision.
  • Allocate funding to schools and School Behaviour & Attendance Partnerships in line with need and agreed formulas.
  • Respond to placement requests and ensure accurate, high-quality information is shared with providers.
  • Commission placements and support packages.
  • Work collaboratively with internal teams, schools, and partner agencies to maintain appropriate provision.
  • Monitor the effectiveness of commissioning arrangements and highlight issues proactively.
  • Oversee complex budgets, prepare forecasts, calculate payments and act as a financial approver.
  • Lead the cost recovery process for permanent exclusions.
  • Prepare statutory data returns and produce high-quality reports for local and national requirements..
  • Identify and recoup funding from other Local Authorities where appropriate.

Education & Knowledge

We're looking for someone with:
  • A minimum Level 3 qualification in a relevant field or equivalent experience.
  • Knowledge of commissioning and procurement processes.
  • Understanding of legislation relating to SEMH, Exclusions, and Children Missing Education.
  • Knowledge of safeguarding, equality, customer service, budget monitoring and data management.

Experience Required

You will have:
  • Knowledge and understanding of SEMH, Disability, Exclusion or EOTAS settings.
  • Experience commissioning and procuring services or provision.
  • Strong data analysis skills, with the ability to interpret and present complex information clearly.
  • Experience of partnership and multi-agency working.
  • Understanding of budget monitoring and financial regulations.
  • Excellent written and verbal communication skills.
  • Experience motivating colleagues and meeting deadlines.

Personal Attributes

We are seeking someone who:
  • Demonstrates high levels of personal drive and commitment to excellent customer care.
  • Has strong interpersonal skills and can build positive relationships.
  • Can problem-solve, make decisions and prioritise effectively.
  • Uses resources efficiently to meet service objectives.
  • Leads by example and embraces opportunities for training and development.

Why Join Us?

This is a chance to make a real difference to the lives of Nottinghamshire's most vulnerable children and young people. You will join a supportive team, contribute to shaping high-quality educational pathways, and help ensure fair and effective access to provision across the county.

If you are committed, analytical, and passionate about improving outcomes for children and young people-we'd love to welcome you to our team.

Appointment to this post is subject to a Disclosure and Barring Service check.

Nottinghamshire County Council strives to ensure that it goes beyond the requirements of the Equalities Act and prides itself on being accredited as a Disability Confident Leader Organisation.

Under the (formerly known as the Guaranteed Interview Scheme) we would like to ensure applicants with disabilities are offered an interview if they meet the minimum criteria for a job. Please let us know if this is something you would like to be considered for.

A job share scheme is available for all full-time posts: both permanent and temporary, unless otherwise stated.

We are committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and we expect all staff to share this commitment and undergo appropriate checks.
