We are looking for a Development Officer to join our Adults Commissioning Team and help shape the future of care and support services across Kirklees. This role is ideal for someone who enjoys analytical work, exploring new ideas, and contributing to meaningful service improvements.

About the role:

As part of an established and evolving commissioning service, you will support the development of high-quality adult social care provision through research, analysis and project work. You will contribute to the delivery of our commissioning priorities, informed by the Kirklees Adult Services Vision, the Market Position Statement and our wider commissioning approach. Your work will help us understand emerging national practice, test new service models and consider how innovations could be applied locally.

The role involves undertaking structured research, analysing evidence, and presenting findings clearly for a range of audiences. You will help shape strategic plans, support service redesign activity, and contribute to the development of commissioning intelligence and quality approaches across Adults & Health. Working alongside Service Development Managers, you will also support targeted cost-saving and service improvement programmes relating to care homes, home support, respite and day opportunities.

Partnership working is central to this role. You will collaborate with colleagues across the Council, local health partners, care providers and voluntary-sector organisations. You will help ensure that commissioning activity is informed, robust and aligned with local needs and statutory duties.

We are looking for someone with strong analytical skills, confidence with data, and experience of delivering development or improvement activity in a large or complex setting. You should be organised, able to manage pieces of work independently, and comfortable presenting information in workshops or meetings.

We are looking for an experienced and innovative social care professional who has:
  • Experience of research, evaluation or analytical work.
  • Experience contributing to service planning or continuous improvement activity.
  • Understanding of project management approaches.
  • Confidence using spreadsheets, databases and other analytical tools.
  • Ability to present findings clearly for different audiences.
  • Ability to work occasional unsocial hours and travel independently across Kirklees.
  • Willingness to undertake an Enhanced and Barred DBS check.
