Salary: PO9-12 (£50,949 - £54,696)
Start date: Immediate start available (subject to vetting)

We have an exciting opportunity for two Commissioning and Partnerships Managers to join the Directorate for Policing, Fire and Crime, part of the York and North Yorkshire Combined Authority.

About the role

Reporting to the Head of Commissioning and Partnerships, you will play a pivotal role in supporting and enabling the development, delivery and ongoing oversight of an integrated commissioning strategy for North Yorkshire.

The role focuses on services that support victims of crime, witnesses and other vulnerable people, including referral pathways, support provision and restorative justice services. You will work closely with partners across the criminal justice system (CJS) and wider public and voluntary sectors to ensure services are aligned, evidence-led and deliver measurable outcomes that support the Police and Crime Plan.

You will lead on commissioning activity from design through to contract management, including tendering, negotiation and performance monitoring, while ensuring effective use of resources and value for money. Using research, data, intelligence and lived-experience feedback, you will review and evaluate service provision and make recommendations for improvement.

A key part of the role is strategic partnership working. You will build strong, credible relationships and influence senior stakeholders across multiple organisations to achieve a coordinated and consistent approach to supporting victims and vulnerable people across North Yorkshire.

What you'll be responsible for
  • Supporting the development, delivery and management of a commissioning strategy for victims' and vulnerable people's services
  • Designing and delivering commissioning and contracting processes, including tendering, negotiation and contract management
  • Reviewing victim and stakeholder experience using internal and external data, research and insight
  • Developing recommendations to improve service quality, outcomes and the victim journey through the criminal justice system
  • Working in partnership with CJS agencies and other partners to align and integrate services
  • Analysing complex data and performance information to inform decision-making and delivery of the Police and Crime Plan
  • Influencing and negotiating at a senior strategic level across partner organisations
  • Managing resources effectively within agreed budgets
  • Contributing to the development of local and national policy reports and strategic documentation

About you

To be successful in this role, you will bring a strong background in commissioning, partnership working and change management, ideally within a public service or complex multi-agency environment. You will be confident working with data and evidence to shape services, influence decision-making and demonstrate impact.

You will have:
  • Degree-level qualification (or equivalent experience)
  • Proven experience of developing and implementing commissioning activity or service change
  • Significant experience of partnership and stakeholder management
  • The ability to analyse data, research and insight and turn this into practical recommendations
  • Experience of influencing and negotiating with senior stakeholders
  • Excellent written and verbal communication skills
  • Strong organisational skills and the ability to manage competing priorities
  • Experience of managing staff and/or resources within budget constraints

A qualification in procurement and supply (e.g. CIPS) and demonstrable contract management expertise is desirable.

Additional information

This is a politically restricted post and is subject to security vetting. The role will occasionally require working outside normal office hours and travel to different locations.

All roles within the Directorate for Policing, Fire and Crime currently on North Yorkshire Police terms and conditions will transfer to the York and North Yorkshire Combined Authority later this year as part of a planned transition.
