About the Opportunity

A leading engineering and infrastructure organization is seeking an experienced Talent Acquisition Manager to lead recruitment operations across large-scale oil and gas construction and civil infrastructure projects in the UAE.

This role will be responsible for driving end-to-end recruitment strategies, managing high-volume hiring activities and leading recruitment teams to support major project delivery requirements across technical, engineering and operational functions.

The successful candidate will bring strong leadership capability, experience in large-scale workforce mobilization and a proven background within oil and gas construction or infrastructure environments.

Key Responsibilities

  • Lead and manage full-cycle recruitment and talent acquisition activities across multiple business units and projects
  • Develop and implement recruitment strategies to support large-scale workforce requirements
  • Manage recruitment teams and oversee daily talent acquisition operations
  • Coordinate white collar and blue collar recruitment campaigns across technical and operational disciplines
  • Support workforce planning, manpower forecasting and hiring pipeline management
  • Build and maintain strong relationships with internal stakeholders, hiring managers and external recruitment partners
  • Monitor recruitment KPIs, reporting metrics and hiring performance
  • Ensure recruitment activities align with business timelines, operational requirements and compliance standards
  • Support international and regional recruitment campaigns as required
  • Contribute to process improvements, employer branding and talent attraction initiatives

Requirements

  • Bachelor degree in Human Resources, Business Administration or related discipline preferred
  • Minimum 15 years of recruitment or talent acquisition experience
  • Minimum 5 years of recent experience in a managerial or team leadership capacity within a large organization
  • Mandatory experience within Oil and Gas Construction and Civil Infrastructure industries
  • Experience supporting major engineering, construction or industrial projects
  • Exposure to Water Treatment, Power, Tunneling or Railway Infrastructure projects would be advantageous
  • GCC recruitment market experience is preferred
  • Strong experience managing high-volume recruitment and workforce mobilization campaigns
  • Excellent leadership, stakeholder management and communication skills
  • Able to work effectively within fast-paced and project-driven environments
