Deliver end-to-end resource management, talent mobility, and capability build-up support for DM&T& UPSTREAM Capital Projects by maintaining accurate demand-and-capacity visibility, coordinating mobilization and rotations, and supporting workforce capability plans to ensure the right talent is deployed to the right project.
KEY ACCOUNTABILITIES:
- Maintain a rolling resource demand and capacity plan for DM&T& UPSTREAM Capital Projects (by project, phase, discipline, location, and contractor/PMC), validate inputs with project controls and delivery leads, and highlight gaps, surpluses, and critical roles requiring action.
- Execute resource mobilization actions end-to-end (requests, approvals, onboarding readiness, site access prerequisites, rotation schedules, and demobilization) and coordinate with Human Capital, project teams, and PMCs to close staffing gaps on time.
- Coordinate with discipline heads, project managers, and package leads to maintain role profiles, competency requirements, and staffing templates for Upstream project delivery roles, and ensure requirements are reflected in sourcing and mobility actions.
- Maintain the approved competency library/dictionary for DM&T& UPSTREAM Capital Projects roles by mapping roles to required competencies, keeping role-to-competency records current, and coordinating updates with relevant stakeholders.
- Run vacancy and deployment coordination for Upstream projects by shortlisting internal candidates, coordinating interviews, tracking offers/acceptance, and ensuring handover and start dates are aligned to project milestones.
- Track and validate competence/skills evidence for deployed resources (where applicable), coordinate assessments with relevant stakeholders, and flag competency gaps that require training, coaching, or role reassignment.
- Monitor workforce plan adherence for DM&T& UPSTREAM Capital Projects (approved HC plans, nationalization targets where relevant, and contractor/PMC ratios) and raise deviations with recommended corrective actions.
- Maintain accurate and auditable resource data (organization charts, assignment history, cost centers, contract details, and location/visa status where applicable) and ensure timely updates in approved systems and trackers.
- Prepare weekly and monthly DM&T& UPSTREAM resource dashboards (mobilization status, vacancies, critical roles, aging actions, and forecast vs. actual) and provide clear insights to support project leadership decision-making.
- Draft and coordinate management submissions for DM&T& UPSTREAM resourcing and mobility decisions (exceptions, urgent mobilizations, and critical approvals), ensuring completeness of justification, risk/impact, and required endorsements.
- Act as the day-to-day focal point for DM&T& UPSTREAM project resourcing queries, coordinating across project teams, Group Companies, Human Capital, PMCs, and service providers to resolve issues and unblock mobilization.
- Identify recurring resourcing bottlenecks (e.g., long onboarding lead times, role clarity issues, and duplication across projects) and implement practical improvements to trackers, templates, SLAs, and ways of working.
- Support capability build-up for ADNOC Capital Projects by coordinating inputs to project workforce capability plans (skills gaps, training needs, and mobilization readiness), tracking agreed actions, and reporting progress to the line manager and project leadership.
- Support contractor or PMC Consultants capability and capacity reviews for DM&T& UPSTREAM Capital Projects by consolidating resource data, coordinating evidence collection, and preparing inputs as directed by the line manager and project leadership.
Operational Plans
- Support the development of consistent and realistic long- and short-term operational plans for the Department, aligned with Function objectives, and coordinate implementation tracking to help achieve established service levels.
Budgets & Cost Control
- Support preparation of the Department annual budget in line with the Function's business objectives and operational plans, ensuring that adequate funding provision is captured for planned activities.
- Monitor expenditure against the approved Department budget on a regular basis, investigate and highlight significant variances, and support reconciliation actions to enable effective performance and cost control.
Policies, Systems, Processes & Procedures
- Support the development and implementation of Department policies, processes, systems, standards, procedures, internal controls, and Company guidelines to enable execution of the Directorate's work programs in line with Company and international standards.
Performance Management
- Contribute to the development of the Directorate's KPIs and support cascading of performance objectives within the Department by helping establish monitoring mechanisms and progress reporting.
- Support implementation of the Company Performance Management System activities within the Department in accordance with Company-approved guidelines.
People Development
- Support development of knowledge, competencies, and an innovative spirit within the Department by coordinating inputs to Personal Development Plans (PDPs), succession planning, and the talent pipeline with relevant Human Capital functions, with emphasis on UAE Nationals to meet Emiratization targets.
Organisation Structure and Development
- Support reviews and recommendations on the Department organisation structure to help utilise human capital effectively while incorporating sustainability into ongoing work practices to meet business objectives.
Risk Management
- Contribute to establishing a Corporate Integrated Risk Management System within the Department by identifying and assessing relevant domain risks and supporting measures to manage and mitigate identified risks.
- Communicate corporate business ethics and the Company's Code of Conduct, and support compliance with Corporate policies and guidelines within the Department.
Innovation and Continuous Improvement
- Promote an organisation culture that encourages innovation, enhances employee motivation, and supports change-management initiatives to continuously improve the Department's operations and services.
- Recommend improvements in internal processes against best practices in pursuit of greater efficiency, in line with approved standards, in order to define intelligent solutions for issues confronting the Department.
Health, Safety, Environment (HSE) and Sustainability
- Support the institution and implementation of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems, controls, and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices, and ADNOC Codes of Practice.
- Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Information Systems (MIS) and Reports
- Ensure Department MIS and progress reports are prepared accurately and on time to provide Company Management with the information needed to manage the business effectively.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
- Bachelor's Degree in Engineering or Business, preferably with an advanced professional degree in Project Management or Engineering.
Minimum Experience & Knowledge & Skills
- 10 years of experience in Oil & Gas and/or Capital Projects, including at least 6 years in a relevant specialist role (resource management, workforce planning, mobility, or project resourcing).
- Broad understanding of Downstream Business and Capital Projects.
- Power BI (PL-300) or similar analytics knowledge or credential.
- Intermediate/advanced Excel knowledge or credential.
- Project Management Knowledge Areas and Engineering Disciplines.
Professional Certifications
- Preferable Certification in Project Management (CAPM or PMP) or similar Project Management qualification or courses.
