CONTEXT & ENVIRONMENT

Agreements were signed by TotalEnergies in Iraq to enhance the development of the country's natural resources. The GGIP project, located in the Basra region, a 5-in-1 project:
  • The Associated Gas Upstream Project Phase 1: Enhance Ratawi oil field production thanks to infrastructures upgrade and new export pipeline (AGUP1), in addition to a gas export and process facilities (AG25).
  • The Associated Gas Upstream Project Phase 2: Enhance Ratawi oil field production to 210 kbpd with a new CPF and additional development wells (AGUP2).
  • The Gas Midstream Project - GMP: Valorize the gas from Ratawi, Majoon and Al Qurna West-2 (Phase I) oil fields.
  • The Common Seawater Supply Project - CSSP: Major water-injection project that will help the long-term production of several fields of South Iraq. TotalEnergies will only be involved into the seawater treatment plant building.
  • The Solar Power Plant - SPP: major solar project (PV plant with a 1250 GW DC) which will allow to produce power (1000 GW AC) to be injected into the grid.

AGUP Phase 2 is the major full field development. It involves drilling around 221 wells, feeding a new built CPF, at TotalEnergies standards, with a capacity of 210 kbopd. Oil will flow respectively at 60 to 80 kbopd from Yamama (~100 MMscfd) and 150 to 130 kbopd from LP reservoirs (~30 MMscfd). AGUP2 project will be developed with the objective to maximize economical results, with a particular focus on the CAPEX, while maintaining the technical quality of the installations, with high H3SE requirements and focus. The project development includes several interfaces with other projects (mainly AGUP ph1, GMP and CSSP) which shall be managed in an optimized and agile manner. The country context is complex due to several factors and risks to be mitigated all along the project. Attention will be paid to the safety culture enhancement and to the local content that will be a key factor for the project success.

ACCOUNTABILITIES
  • Ensure the preparation and successful execution of all commissioning activities across the campaign, in line with COMPANY methodology, standards, project specifications, and schedule.
  • Drive progress to achieve-or improve upon-the planned AGUP-2 Ready for StartUp date.
  • Promote effective integration and collaboration with contractors by fostering open communication, shared goals, and joint problem-solving


Job Description

DURING PREPARATION (ENGINEERING) PHASE:
  • Assist the AGUP-2 Commissioning Manager in finalizing the Mobilization Plan and Recruitment of the CPF-2 CPY Commissioning Team.
  • Ensure HSE aspects are proactively addressed during preparation phase by participating in commissioning risk assessments and validating that all safety requirements are reflected in contractor procedures.
  • Review or approve (as needed) the pre-commissioning and commissioning preparation deliverables from the CPF-2 EPSCC CTR (plans, method statements, procedures, drawings, lists etc...) ensuring adequacy to the OPERCOM methodology, in coordination with AGUP-2 Commissioning Manager.
  • Review or approve (as needed) the various preparation tasks performed by the CPF2 EPSCC CTR: scope distribution, priorities, resources, schedule etc.
  • Review and approve the Pre-commissioning and Commissioning dossiers prepared by the CPF-2 EPSCC CTR.
  • Ensure through his/her discipline leads that the ICAPS database is reviewed and reaches the expected level of quality as per OPERCOM standards (set up and population).
  • Coordinate the activities of the CPF-2 Commissioning discipline Leads during this period, including assistance to NWP Pre-commissioning and Commissioning preparation.
  • Validate that all commissioning team members and contractors are trained and competent in COMPANY standards, safety protocols, and commissioning methodology.
  • Participate as required to Engineering reviews (HAZOP, HAZID, SIL etc...) and ensure adequate involvement of the CPF-2 Commissioning Team to FAT of major/critical equipment
  • Participate to Pre-commissioning and Commissioning preparation meetings (internal or with CPF-2 EPSCC CTR) • Ensure coordination and interface with NWP Commissioning Site Lead to ensure an harmonized development of preparation for the two packages
  • Identify and address all interface topics with other projects (GMP, AGUP1, CSSP).
  • Coordinate with the Operations Team as needed to ensure alignment on interfacing topics.

DURING EXECUTION PHASE:
  • Promote safety within the Pre-commissioning and Commissioning activities and verifies that safety procedures and Permit to Work / SIMOPS system are implemented by the Commissioning Team.
  • Organizes (daily basis) the Owner witnessing of all pre-Commissioning and Commissioning activities performed by Contractor, through the management of his Site Team and management of priorities.
  • Countersign all Pre-commissioning dossiers at Ready for Commissioning (RFC) status.
  • Review and approve Commissioning dossiers after completion of Commissioning activities and sign the Achievement of Commissioning and Transfer to Operations and Maintenance certificates
  • Check progress against planning (incl. punch clearance) and recommend any necessary corrective actions.
  • Liaise and coordinate as required with NWP package and other interfacing projects to ensure flawless execution as per the defined scope responsibilities.
  • Participate to Project meetings as required (internal and with CPF-2 EPSCC CTR)
  • Ensure timely and accurate reporting of commissioning activities.
  • Work with all other Project counterparts (HSE, Construction, Quality, Engineering, Procurement, Contract, Planning, Document Control...) to ensure alignment to Project priorities and objectives.
  • Ensure that all systems meet the defined criteria for handover to Operations, including documentation, punch list clearance, and performance testing.
  • Document and share lessons learned during commissioning to support continuous improvement and future project phases

DIMENSIONS

Support the Commissioning Manager in organizing and preparing CPF-2 commissioning activities during the preparation phase, overseeing a team of 5 leaders. Coordinate and lead the supervision of CPF-2 Commissioning activities performed by Contractor and vendors, supporting and integrating the CPF-2 teams, during the execution phase managing a team of up to 21 persons (leaders and supervisors) Responsible for the overall safety of Commissioning activities. Promote integration with Construction, Pre-commissioning and Field Operations teams with a One Team spirit.
  • EPCC Contract value:  1,100 MUSD
  • Estimated Commissioning Site Workforce:  150/200 pax


Qualifications

Professional experience:
  • Degree: Diploma/ Degree in Engineering,
  • 15+ years of experience in Oil & Gas Projects activities and familiar with typical onshore installation.
  • Proven track records of several successful assignments on similar office/site positions.

Technical competencies:
  • Knowledge in OPERCOMTM Methodology and ICAPS© software is mandatory
  • Previous experience in projects involving Oil and Water Treatment, LP to HP gas compressors, Gas Dehydration is a plus
  • Vast and concrete experience in monitoring of large Oil&Gas EPCC Contractors at site, from a client perspective

Behavioral competencies:
  • Good ability to organize and manage a team and coordinate his activities and responsibilities with other entities/stakeholders of the Project (Packages Managers, Construction, Vendors, other Commissioning entities and Field Operations team)
  • Strong Leadership Good interpersonal and communication skills; Good motivational skills,
  • Dedication and ability to work under pressing conditions.
