JOB PURPOSE:
Provide advice and support to ADNOC Offshore Operation Excellence matters relating to the assurance, continuous development and improvement of Operational and HSE performance across all ADNOC Offshore producing Assets. Support the ADNOC Offshore Operation Excellence activities in ADNOC Offshore and ADNOC Group Companies with expertise and know-how in the technical disciplines of Process Safety and Operational HSE and contribute to Asset Integrity and HSE assurance activities. Provide ADNOC Offshore assurance that process safety is managed effectively in all assets, and process
safety critical activities are executed according to approved plans.
Provide technical advice and constructive input on all aspects of ADNOC Offshore assets on Production enhancement, offshore operations, Process Safety and Operating Integrity management while ensuring that current and future production targets are met driving HSE & integrity performance, as per ADNOC mission and vision.Promotes and implement best internal and external integrity practices for risk management and criticality assessment. Identify and Set leading & lagging Integrity Key Performance Indicators for monitoring trends and managing performance.

KEY ACCOUNTABILITIES:
Job Specific Accountabilities
  • Drive the implementation of Process Safety standards / procedures, assist Asset to implement those standards and manage Process Safety Dashboard.
  • Participate in the ADNOC Group Companies forums in setting Group Standards and Codes of Practice and ADNOC competency. Represent ADNOC Offshore in Operation Integrity / Operations Excellence related National/International Conferences.
  • Provide technical Support to ADNOC for development of ADNOC standards and Standardization initiatives.
  • Responsible for implementation and ownership of Operating Integrity Standards, Alarm management reviews.
  • Manage interfaces with different business units working groups with regard to operation integrity requirements.


JOB DESCRIPTION
  • Provide consultation and apply company asset integrity and process safety engineering process requirement as documents throughout all phases of new project development including, pre-project, engineering design,
    construction and installation, commissioning and abandonment.
  • Set up guideline and define roles for ensuring the Management of risk during operations through proper process (DGS).
  • Ensure the management of changes related to assets are addressed properly and the associated risks are correctly assessed.
  • Support, advise and promote ADNOC Offshore assets to fully adopt Process Safety Management Systems and work processes, by adhering to UAE HSE laws and regulations and ADNOC HSE and Asset Integrity codes of practice.
  • Provide Process Safety technical support and expertise to all activities defined in the Operational Excellence business plan. Provide process safety input to technical design and procedure proposals.
  • Review and provide guidelines and technical input to projects/ major modifications MOC process.
  • Organize, lead or participate in Technical and Process Safety Reviews.
  • Ensure that loss of primary containment (LOPC) events are identified and control barriers are maintained during the operations phase by implementing the barrier effectiveness program.
  • Support implementation of Process Safety Performance Indicators at asset operations.
  • Carry out presentations on lessons learnt from major process safety incidents elsewhere & verify appropriateness in implementing recommendations within ADNOC Offshore.
  • Support all ADNOC Offshore assets with standardization of best practices, technical guidelines, policies, systems of work, work processes, procedures and digital tools, as related to assigned OE areas of responsibility.
  • Support all ADNOC Offshore assets with specification, standardization, monitoring and reporting of performance metrics.
  • Remain informed of best practices and enabling technologies in the discipline of Process Safety and Operational HSE across the Oil and Gas industry.
  • Evaluate, recommend and advise on various technical issues related to production and operations to ensure that the utilization of surface production facilities / equipment is operationally and economically optimized and in conformity with ADNOC's guidelines and objectives.
  • Provide continuous support and advice in the governance of all ADNOC Offshore business activities by coordination with internal ADNOC Offshore Units and contributes on the way forward to ADNOC Group Companies.
  • Identify, evaluate and endorse the way forward on the implementation of new production operation technology and best practices by attending relevant technical conferences, and manages the transfer of new technology and practices to and among the ADNOC Group Companies and other external companies.
  • Review / analyze production and technical reports submitted by the concerned ADNOC Offshore assets and Consultants, highlights comments and proposes the way forward on subjects of interest to management, as and when required.
  • Analyze, recommend and advise on ADNOC Offshore assets monthly oil, gas and water production and injection operations, including daily/monthly production status reports.
  • Participate in the industry Shareholders technical audits of the Upstream Group Companies and follows up on the recommended action plans.
  • Review, analyze and recommend on ADNOC Offshore assets quarterly performances and ensures alignment with ADNOC's objectives. Supports the ADNOC OPCOs to achieve operation excellence through various development optimizations, sharing experience/lessons learnt and improving current practices.
  • Ensure the implementation and compliance by the ADNOC Offshore assets with ADNOC's Health, Safety and Environmental (HSE) policies, procedures and applicable regulations related to Engineering & Production Department activities.
  • Ensure the implementation of new technologies recommended by ADNOC management to ADNOC Offshore to enhance production and facilities processes and activities; to achieve Operation excellence through various development optimizations and sharing experience/lesson learnt; and improve current practices.
  • Work closely with the concession articles and advise the way forward for any shortfalls.
  • Innovate new guidelines and/or update the current guidelines to enhance the ADNOC Offshore performance within the relevant subject.
  • Participates in the preparation of annual divisional plan.
  • Guides, directs and supervises subordinates to ensure they work to their best potential and contribute effectively as a team.
  • Works in line with HSE policy, and ensure awareness and compliance of HSE rules and regulations by subordinates.
  • Plans, directs and actively participates in the ongoing training and development of own self and subordinates with special emphasis on UAE Nationals. This includes assessing employees' training and development needs, directing the preparation of structured development programs, monitoring progress and counselling trainees on alternative career paths and job profiles available in the company.
  • Participates in UAE junior development programs. Participates in the ongoing competency assurance program for the operation staff in coordination with YDP. Includes assessing employees training and development needs to close the identified gaps in order to meet the required skills.

  • Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

  • Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
  • Investigate and highlight any significant variances to support effective performance and cost controlPolicies, Systems, Processes & Procedures
  • Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section's / Department work programs in line with Company and International standards.
    Performance Management
  • Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework.
    Innovation and Continuous Improvement
  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
    Health, Safety, Environment (HSE) and Sustainability
  • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
    Reports
  • Provide inputs to prepare Section MIS and progress reports for Company Management.
  • COMMUNICATIONS & WORKING RELATIONSHIPS:
    Internal
  • Regular contract with ADNOC Offshore various departments on technical matters related to Operational Excellence.
  • Regular contacts with field VP, Manager, Team Leader and supervisors to provide assistance or advice on scientific and technical aspects of Operational Excellence.
    External
  • Provide Specialist Technical Services Support to the ADNOC GCs.
  • Maintain contact with ADNOC JV partners in all matters relating to Enhancing the Operations, production requirement and concession objectives.
  • Frequent contacts with Joint Ventures partners for discussion, exchange of information / expertise purposes.
  • Regular contact with Advisors and specialists in Upstream and Downstream Operating companies.
  • Represent ADNOC Offshore at meeting on technical task forces or Technical Sub Committee.
  • Occasional contact with UAE/Abu Dhabi regulators, governmental agencies and ADNOC shareholders / International Organizations/Institutions for Operational Excellence.


6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
  • Bachelor Degree Sc. in Mechanical Engineering / Science; or relevant disciplines with supporting experience. Master's degree in Engineering / Science is strongly preferred.
    Minimum Experience & Knowledge & Skills
  • 08 - 09 years of experience, including at least with supporting experience. , including at least 10 years' experience in addressing technical discipline challenges as Expert / Principal / Discipline Technical Authority.
  • Downstream or Upstream Oil & Gas Experience is essential
  • Demonstrate knowledge and experience of internal / external discipline leadership.
  • Ability to provide professional advice and direction with regards to implementation of technical requirements for the design and operation phase.
  • Quick and sound decision making and judgement skills. Data analysis and report writing skills.
  • Proven ability to support and influence change. Must demonstrate strategic thinking.
  • Excellent communication and interpersonal skills.
  • Proven ability to educate, motivate and build team spirit for the department.
  • Excellent oral and written English. Knowledge of Arabic is preferable.
