KBR Readiness and Sustainment division is the Team Behind the Mission. As KBR JOC we deliver construction services to the US Military and collation partners at Djibouti Africa camp Lemonier Naval Base round the world. We furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform renovations, repairs, maintenance, replacements, alterations, demolition, and provision of temporary facilities for NAVFAC construction category II, III, and IV tasks. KBR/JOC ensures delivery to the highest standard in every aspect of construction work in a timely manner allowing deployed personnel to focus on mission execution.
Job Summary
KBR is seeking the Site Safety and Health Officer (SSHO) Manager responsible for the overall administration, implementation, and enforcement of the project-specific Safety and Health Program for KBR Job Order Contract (JOC) construction projects. Serves as the KBR JOC primary on-site safety representative and ensures full compliance with applicable federal, state, local, and DoD safety regulations, including EM 385-1-1 requirements. Work closely with project management, subcontractors, quality control personnel, and NAVFAC representatives to maintain a safe working environment and prevent accidents, injuries, and property damage on all assigned task orders.

Roles and Responsibilities
- Implement and enforce the Contractor's Accident Prevention Plan (APP) in accordance with NAVFAC and USACE EM 385-1-1 requirements.
- Serve as the designated competent person for applicable construction activities.
- Conduct daily safety inspections of project sites, work areas, equipment, and operations.
- Prepare, maintain, and submit required safety documentation, reports, Activity Hazard Analyses (AHAs), permits, and incident investigations.
- Lead daily safety meetings, toolbox talks, and pre-task planning meetings with field personnel and subcontractors.
- Ensure all subcontractors comply with NAVFAC safety standards, OSHA regulations, and project-specific safety requirements.
- Coordinate with the Quality Control Manager (QCM), Superintendent, and Project Manager to integrate safety into all phases of construction.
- Monitor and enforce proper use of personal protective equipment (PPE).
- Identify unsafe conditions or behaviors and implement immediate corrective actions.
- Investigate accidents, incidents, and near misses; prepare corrective action reports and recommendations.
- Maintain current records of safety training, certifications, inspections, and employee orientations.
- Coordinate emergency response procedures and ensure site readiness for medical or environmental emergencies.
- Participate in NAVFAC safety audits, inspections, and project meetings.
- Stop work activities when imminent danger conditions exist until corrective actions are implemented.
- Ensure compliance with environmental, health, and safety regulations on all JOC task Orders
Basic Qualifications
- Minimum of 5 years of construction safety experience on federal or military construction projects.
- Demonstrated experience working on NAVFAC, USACE, or other Department of Defense construction projects.
- Thorough knowledge of EM 385-1-1 Safety and Health Requirements Manual.
- Working knowledge of OSHA construction standards (29 CFR 1926).
- Experience managing safety programs for multiple concurrent task orders under JOC or IDIQ contracts preferred.
- Ability to read and interpret construction drawings, specifications, and contract requirements.
- Strong communication, leadership, and organizational skills.
- Proficient in Microsoft Office Suite and electronic safety management systems.
- Knowledge of industry standards such as ISO, OSHA, EM385, and client-specific quality protocols.
- Excellent communication skills and teamwork abilities.
- Must possess passport book (not passport card) with at least 12 months of remaining validity and with at least 4 blank visa/stamp pages remaining.
- Must possess driver's license with at least 6 months of remaining validity.
Required Certifications
- Minimum of 5 years of construction safety experience on federal or military construction projects.
- Demonstrated experience working on NAVFAC, USACE, or other Department of Defense construction projects.
- Thorough knowledge of EM 385-1-1 Safety and Health Requirements Manual.
- Working knowledge of OSHA construction standards (29 CFR 1926).
- Experience managing safety programs for multiple concurrent task orders under JOC or IDIQ contracts preferred.
- Ability to read and interpret construction drawings, specifications, and contract requirements.
- Strong communication, leadership, and organizational skills.
- Proficient in Microsoft Office Suite and electronic safety management systems.
Preferred Qualifications
- Certification in Quality Management (e.g., CQM, CQE, ISO Auditor).
- Experience working on large-scale infrastructure or industrial projects.
- Familiarity with KBR project processes and procedures.
