Mechanical Completion Engineer

We are looking for a Mechanical Completion Engineer to join one of our projects:
Project: NFPS EPC2
Location: China - Quingdao Yard
Start Date: ASAP
Duration: 6 months (renewable)

Mission:
• Coordinate and supervise the Mechanical Completion (MC) activities and manage the MC team, interfacing with other functions, defining and managing related documentation
• Coordinate the plant handover from Construction to Commissioning or Client according to the contractual requirements
Tasks:
• Review contractual documentation, for mechanical completion related issue and identifies the project requirements & constraints, and participate to project review meetings
• Prepare all documentation required for MC activities, including revision or implementation of necessary Inspection Test Report (ITR) forms, manuals, lists and relevant procedures, alignment between QCP/ITPs and ITR, the MC procedure, incorporating the completion philosophy, roles and responsibilities, execution strategy, skyline methodology, preservation requirements, Carry Over Works (COW), organizational chart and the responsibility matrix between QC/MC and completions documentation
• Prepare the scope of work for MC subcontracted activities and prepare the TBEs
• Supervise and coordinate subcontractors MC activities
• Take part in project planning and scheduling
• Prepare and keep up-to-date the MC execution plans (including the mobilization of personnel)
• Support / execute the preparation of MC test packs documentation, check of the calibration scope of work for project instruments, definition of HVAC ducting leak test boundaries, structural completions including trial fit method statements
• Supervise and coordinate all disciplines completions, ensuring a clear and understandable ITR process, and develop or support the preparation of trial fit method statements
• Ensure the validation of the completions management system database for mechanical completion, taking responsibility for the accuracy and integrity of the data
• Verify that ITR/Check sheets are coherent with identified items
• Ensure the interfaces with the Construction/Fabrication/Procurement/Engineering/Planning/Warehouse/Commissioning team and assist it as needed
• Contribute to the preparation of the HSE Plan for Mechanical Completion Activities
• Take part in the project review meetings to make sure that the Mechanical completion requirements have been duly complied with
• Oversees preservation activities throughout the MC phase
• Define and review the preservation of consumables and materials
• Support / execute the preparation and checking of the Purchase Requisitions (PR) and Technical Evaluation falling within own sphere of responsibility
• Ensure the conformity and congruence of technical documentation received from Head Office Engineering and / or Client and shop drawings issued by yard Production Engineering and Methods Department (Yard Technical Office)
• Assist with the interfaces with vendor's representatives together with relevant Engineers / Superintendents
• Supervise / coordinate the inspection, checking and testing in order to assure the completeness and quality of the fabrication in accordance with design documentation and specifications, company standards and vendor's instructions
• Coordinate with Yard Technical Office for getting red line markup drawings
• Call for the MC walkdown as per walkdown sequence process
• Supervise / review the MC dossier, MC certificates and ready for sail away certificates, submit to Company for review and certification
• Ensure the proper management and categorization of the punch list, delegating its day-to-day administration to the Punch List Coordinator, who will handle coordination with the relevant departments (engineering, construction, client, quality, hookup, pre-commissioning and commissioning) for closure of punch items
• Coordinate the reviewing and revising itemization in accordance with the latest engineering drawings and systemization (LOSH, Limit of System Handover), while coordinating with Engineering and Commissioning teams to incorporate early feedback and ensure database accuracy
