Job Description

  • Develop, implement, and maintain a comprehensive marine assurance framework, policies, and procedures in alignment with international maritime legislation (e.g., IMO, ISM, ISPS, MLC) and industry guidelines (e.g., OVID, CMID) .
  • Ensure all offshore and marine operations strictly adhere to health, safety, and environmental (HSE) standards, actively promoting a culture of zero harm and continuous improvement.
  • Act as the technical authority on marine and assurance matters, providing expert guidance to senior management, operational teams, and clients.
  • Provide marine expertise, assurance, and governance support to the Offshore Operations Team in coordination with Fleet Management & Asset Integrity, ensuring the highest standards of QHSE and performance.

Operational Oversight and Risk Management:
  • Direct and oversee the vessel vetting and clearance processes, ensuring rigorous assessment of vessel suitability, condition, and management systems prior to engagement.
  • Manage complex risk assessments and develop effective mitigation strategies for high-risk marine operations, including dynamic positioning (DP) activities, heavy lifting, and specialized barge operations.
  • Ensure marine risks are clearly captured within project and client planning activities
  • Lead comprehensive internal and external audit programs, verifying compliance across the fleet and shore-based management systems.
  • Oversee the management of DP FMEA programs and ensure adherence to IMCA requirements for relevant vessels.
  • Conduct vessel audits, inspections, and navigational assessments, with emphasis on construction barges and associated offshore operations.
  • Review and monitor vessel performance, incident reports, risk assessments, and corrective actions.

Leadership and Team Development:
  • Provide strong leadership and direction to a diverse team of marine professionals, fostering a collaborative and high-performance culture.
  • Establish clear performance objectives, conduct regular appraisals, and support the professional development and continuous training of direct reports.
  • Ensure effective resource allocation and coordination among the various teams, including compliance, chartering, operations, and engineering, to achieve organizational goals.
  • Promote positive workforce engagement and alignment with the Operational Excellence strategy.

Qualifications

  • Bachelor's degree in marine / mechanical engineering or other engineering disciplines
  • Professional qualification is preferred
  • Acceptable for review by SDOO - Equivalent experience with HND Diploma or Sailing Experience in Rank as Chief Officer or Master Mariner
  • Minimum 12 year's relevant experience in Offshore Construction in Oil & Gas Industry / in Offshore Marine Industry / in Vessel Chartering
  • Shore-based experience within marine assurance, HSEQ, marine operations, or technical management.
  • In-depth understanding of chartering practices, shipping contracts, and the maritime industry.
  • In-depth understanding of EPC of offshore Oil & Gas industry / Wind farm / Renewable energy
  • Experience of ARAMCO or ADNOC requirements is a plus
