The role

Key Responsibilities:

• ST Department Budget Execution Tracking: Track the ST department's annual budget execution, identify budget deviations, coordinate with relevant sections to formulate mitigation measures, and ensure budget compliance.
• Annual Budget Preparation: In charge of the ST department's annual budget preparation, based on the department's annual objectives and project plans, to ensure the budget is scientific, reasonable and in line with actual needs.
• Purchase Order & Budget Monitoring: Monitor the ST department's PO execution and budget implementation, summarize relevant data, and submit monthly reports.
• Key Project Cost Review: Review the investment estimates of key projects completed by contractors to prevent cost overruns.
• Contract & Tendering Management: Organize the ST department's contract tendering, prepare relevant tendering documents (TC papers) in accordance with established tender procedure and ensure compliance.
• Other Duties: Complete daily operations and other temporary tasks assigned by department.

QUALIFICATIONS

Expected:

• Bachelor's degree in engineering or project management
• 15+ years of experience in planning & cost control (oil & gas). including no less than 5 years of overseas project work experience; prior experience in Middle East oilfield or energy projects is highly preferred.
• Proficient in Primavera P6 and standard cost management tools; thorough understanding of international project contracts and energy project management standards.
• Familiar with EPC execution and cost management process
• PMP or equivalent project management/cost control certification is preferred.

Skills:

• Experience in project planning and execution
• Professional cost control, budgeting and forecasting
• Good understanding of cost estimating principles (preferred)
• Strong knowledge of oil and production facilities
• Excellent analytical and report writing skills
• Good organizational, planning and interface coordination skills
• Professional English communication skills
• Strong team leadership and coordination abilities
• Ability to work under pressure and meet tight deadlines

Systems:

• Primavera P6, Microsoft Project
• Advanced Excel (Pivot, VLOOKUP, etc.)
• Document management system
• ERP / cost control system
