Job Purpose

The Senior Contract Manager is accountable for safe, compliant and commercially controlled delivery of a contract-specific JV providing mechanical maintenance, turnaround, brownfield and minor modification services.

The role combines contract leadership, JV governance, client interface, shareholder reporting, local content delivery and financial performance, and requires major onshore/offshore oil and gas maintenance and turnaround experience, ideally in Kazakhstan or the wider Caspian region.

Tasks and Responsibilities

1. Contract Delivery and JV Leadership:

• Lead routine maintenance, campaign works, turnarounds, brownfield works and minor modifications against agreed KPIs, schedules and budgets.
• Act as accountable leader and senior representative of the contract-specific JV.
• Establish practical governance, reporting, escalation and one team working across the client, JV partners, subcontractors and manpower providers.

1. Mechanical Maintenance and Turnaround Execution:

• Provide senior oversight of mechanical maintenance, piping, valves, bolting, vessels, exchangers, static equipment and rotating equipment interfaces.
• Oversee turnaround planning, work preparation, mobilisation, execution, demobilisation and close-out.
• Control work packs, permits, isolations, SIMOPS, critical-path activities and constructability / lessons learned.

1. HSE and Operational Integrity:

• Provide visible HSE leadership across onshore, offshore, workshop and accommodation related activities.
• Ensure compliance with client HSE requirements, JV systems, site procedures and applicable Kazakhstan regulations.
• Maintain control of high risk work and ensure incidents, near misses and non-conformances are investigated and closed out.

1. Commercial, Contract and Financial Management:

• Deliver the contract within agreed budget, revenue, margin, cash and cost control expectations.
• Manage forecasting, invoicing, productivity monitoring, commercial reporting and cost variance control.
• Administer change, variations, claims, scope growth, commercial risks and subcontractor / vendor cost control.

1. Client, Stakeholder and JV Governance Management:

• Act as senior day-to-day client interface for contract delivery, HSE, commercial and operational matters.
• Lead performance reviews, steering committee updates, escalation meetings and shareholder reporting.
• Balance client responsiveness with contractual discipline and ensure JV authorities, reserved matters and shareholder approvals are followed.

1. Resource, Local Content and Compliance Management:

• Oversee workforce planning for routine maintenance, campaign works, turnaround peaks and offshore scopes.
• Ensure manpower strategies are cost competitive, compliant and aligned with Kazakhstan local content requirements.
• Control mobilisation, certification, training, medical, accommodation, transport, site access and contract risk management.

Competencies Required

1. Educational Qualifications

• Degree in Mechanical Engineering, Construction Management, Project Management, Business Management or related technical discipline preferred.
• Trade background with extensive senior oil and gas maintenance leadership experience may be considered.
• Training in contract management, commercial management, project management and HSE leadership is advantageous.

1. Experience

• Minimum 15 years of relevant oil and gas maintenance, turnaround, brownfield or industrial services experience.
• Minimum 5 years in a senior contract, operations, project or equivalent leadership role.
• Proven delivery of major mechanical maintenance and TAR contracts with large multi disciplinary workforces in onshore/offshore remote environments.
• JV/consortium delivery experience with strong client, subcontractor, change, claims and reporting capability.

Technical Skills

• Mechanical maintenance, turnaround execution, workface planning, productivity control and field supervision.
• Static mechanical, piping, valves, bolting, pressure systems, exchangers, vessels and rotating equipment interfaces.
• Contract administration, cost control, forecasting, variations, claims and commercial reporting.
• Working knowledge of Primavera P6, SAP, MS Project, Excel, cost-control tools and document management systems.

• Able to mentor and develop Kazakhstan national personnel and support succession planning.

1. Physical Requirements

• Medically fit for site and, where required, offshore work; able to travel to remote locations and offshore facilities.
• Able to work extended hours during turnarounds, emergency response or critical delivery periods.

Working Environment and General Requirements

1. Location

• Kazakhstan based assignment with expected presence in Atyrau, onshore sites, offshore facilities and other client designated locations as required.

1. Working Pattern

• Working pattern to be agreed based on contract and operational needs, including site visits, offshore campaigns, turnaround periods and senior client meetings.

1. Travel and Site Attendance

• Regular travel to client offices, workshops, camps, logistics hubs, onshore sites and offshore assets may be required.
• The role requires both boardroom level stakeholder engagement and visible field leadership.
