Our client, a large Oil and Gas Company, is urgently seeking a Project Manager for a contract assignment until the end of Feb 2024. This has a high possibility to extend or go direct.

REPORTS TO:
Manager, Capital Projects


BASIC FUNCTION:
Coordinates and executes multiple Capital and Expense Projects simultaneously. Coordinates and executes projects to improve plant safety, environmental compliance, reliability, and profitability. Provides plant, pipeline, and facility support for the continued reliable installation of new and operation of existing equipment.

ESSENTIAL JOB DUTIES/RESPONSIBILITIES:

Responsibility: Assure project delivery for assigned Capital Projects
• Assure that all assigned Capital projects have integrated team to fulfill the requirements of the project process to achieve the desired business objectives
• Lead by example by focusing on safety in execution and responding strongly when we have incidents or near misses
• Deliver to the refinery expectations on project performance around safety and environmental requirements
• Utilize Project Identification Planning and Execution (PIPE) to properly develop and execute assigned Capital projects
• Take ownership of assigned projects as assigned FEL 2 through MOC closure following all corporate and site requirements
• Complete other assignments as assigned by manager
• Participate with Turnaround Integration plans as set forth by management

Responsibility: Follow site and corporate project practices and policies
Expectations
• Implement the Engineering Practices in all Capital design and execution
• Follow corporate and site MOC requirements
• Proficiently learn and update all project reporting requirements, including project updates, cost controls, etc.
• Participate in Capital Project team meetings
• Utilize the PIPE process to limit scope growth in assigned projects
• Track personal CAPA assignments to completion
• Participate in other site teams as requested by site management

Responsibility: Drive Competitiveness for Capital projects
Expectations:
• Leverage current methods for engineering, estimating, design and construction resources to delivery assigned project on time and on budget
• Access training needs and coordinate with manager to increase knowledge of Capital project execution, estimating and how to implement other industry technologies, share what you learn
• Utilize the PIPE process to drive project cost and schedules
• Complete project lookbacks on 100% of executed Capital projects, share lessons learned with project team and others as needed
• Ensure project team integration at the site level
• Deliver to the refinery and Capital Projects expectations on project performance around cost, schedule and quality of work
• Develop budgets for assigned Capital projects
• Utilize a Cost Tracker, review with Manager, Capital Projects throughout the project life cycle
• Complete project design with IFC's prior to work being started in the field
• Competitively bid all Capital work to be performed in the field, limit use of bid waivers to a minimum

Responsibility: Total Site Integration in Capital Projects
Expectations:
• Conduct SECORMA reviews and implement refinery needs in all Capital projects to meet refinery expectations:
o Safe
o Environmental compliant
o Constructability
o Operability
o Reliability
o Maintainability
o Ad-Hoc
• Communicate with site project status and use refinery input in project design
• Participate fully in all site Turnaround requirements, including but not limited to:
o IFA/IFC deadlines and requirements
o Constructability reviews with Turnaround, Contractors, Operations as needed
o Act as project support as required on Capital projects being executed during Turnaround
o Participate in Turnaround planning including turnaround detail schedule reviews

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

EXPERIENCE:
A minimum of 7 plus years of job related work experience in petrochemical or refining industry is required.

EDUCATIONAL LEVEL:
A minimum of a Bachelor's Degree in Mechanical, Civil Engineering or equivalent work experience is required.

REQUIRED SKILLS:
• Effective verbal and written communication skills
• Technical reading and writing
• Preparation of technical drawings and specifications
• Computer skills (including but not limited to: Excel, Power Point, Word, AutoCAD, and Microsoft Office)
• Design ability in at least one of the following areas: Mechanical Design, Electrical Design, Instrumentation/Controls Design, Civil Design, Metallurgy
• Ability to perform technical mathematical calculations
• Demonstrated theoretical and practical project management knowledge
• Organized, efficient, good at multi-tasking with a drive to succeed
• Ability to work in a fast-paced, challenging environment
• Excellent prioritization and coordination skills with the ability to work with multiple deadlines under pressure
• Knowledge of commonly used engineering concepts and ability to apply this knowledge analytically
• Good leadership, organizational skills, analytical thinking, process and time management
• Write Project Execution Plans, Scope of work Documents, Request for quote Documents, and other technical documents.
• Knowledge of project management techniques and processes.

SUPERVISORY/MANAGERIAL RESPONSIBILITIES:
• Supervise contract engineers and or construction crews on project by project basis.

WORK CONDITIONS:
Office and field based, travel by land and air may be required. Petroleum refinery, warehouse/plant environment, out-of-doors, and driver based environment, including but not limited to chemicals, pressure vessels, and tanks, rotating equipment, and working in confined spaces. Field work will be subject to all environmental temperatures and weather conditions.

PHYSICAL REQUIREMENTS:
Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, climbing up to 25 ft, perceiving color differences, ability to wear Personal Protective Equipment (Steel toed shoes, safety glasses, NOMEX clothing, Hearing protection, Hard Hat, Emergency Escape pack (area specific)), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driver's license and proof of insurance required. Job conditions may require lifting and/or carrying up to 50lbs.
