Role: Owner's Representative /Project Manager

Petroplan have partnered with an organisation who offer a full spectrum of services including general contracting, property development, facility maintenance and property leasing services.
The organisation are looking for a Project Manager /Construction Manager - Owners representative for a Design and Build Greenfield construction project. This role will be based in Calgary with travel required to sites in BC
As an extension of the Owner, the Owner's Representative interfaces with all project team members, tracking issues and facilitating and expediting solutions. The Owner's Representative will be responsible for maintaining clear and concise communications, keeping accurate records and thorough documentation throughout all phases of the project.
Requirements:
- Architectural or engineering systems design and presentation, M&E and structural building systems, permit and building code.
- Registered with a relevant professional association is an asset.
- Experience in strategic development, project management, and client management is required.
- Possess excellent leadership and interpersonal skills, flexibility, and resourcefulness.
- A strong understanding of project accounting is required in order to monitor project performance and forecast revenue.
- 10-15 years of project work experience in project management related to architecture and engineering.
- Willingness to travel
- You will be required to go through Airport Security clearance.
The duties:
- Develop Request for Proposals for General Contractor(s) and any additional consultants that may be needed for the project. Provide a complete analysis of proposing contractors/consultants RFP responses.
- Assist with the award of contract and negotiation of appropriate terms in the agreement with the selected qualified teams.
- Assist the General Contractor with developing the qualification criteria and recommending subcontractors to bid and assist with the subcontractor RFP Process.
- Provide recommended delivery method for the proposed project.
- Design/Bid/Build, Design Build, Cost plus with a guaranteed maximum, CM/GC.
- Assist the applicant with selecting the appropriate consultants through a Request for Qualifications (RFQ) and Request for Proposals (RFP) process.
- Master planner, Architect, Commissioning Agent, Materials Testing, FFE, Asbestos Abatement, Contractor etc.
- Ensure that the contractor and their subcontractors are properly insured and bonded.
- Submittal review: ensure that the contractor is submitting appropriate documentation and record-keeping. Review submittals for general conformance with construction documents on the Owner's behalf and ensure that the Owner is kept apprised of items that they need to make decisions on; ensure that appropriate parties are reviewing and stamping submittals and determine if additional consultants need to review them; provide comment to the Owner on adequacy of materials specified.
- RFI review; review RFI's to ensure contractor and design/engineer/consultants are providing thorough and efficient responses, and that RFI responses are being forwarded to/from the appropriate parties; advise Owner of RFI's that may incur additional cost and/or scope change prior to implementing work.
- Manage the Project Budget and monitor the GC's Anticipated Cost Report ensuring that all project related costs are tracked in a timely/accurate manner and reported in regular updates. Regularly monitor the anticipated final cost, showing actual costs for activities in progress and estimates for uncompleted tasks. Identify variances in the budget or estimated costs. Advise Owner when project costs are anticipated to exceed budget or estimates.
- Monitor and advise the owner of variances and available means to mitigate variances. Advise on options with differing impacts or consequences.
- Work with GC and Finance team to generate a cash flow forecast for the project and update the same on a regular basis.
- Ensure a reasonable, realistic budget is developed and maintained. Make sure that the budget is maintained without compromising the quality or integrity of the project.
- Make sure all fees, profit, overhead, contingencies, etc. are in line with industry standards.
- Regularly monitor the schedule and safety as construction progresses. Identify and report on potential variances between scheduled and probable completion dates. Recommend to Owner and GC adjustments in the schedule to meet their required completion date.
- Cause GC to maintain at the project site, on a current basis: records of all contracts; shop drawings; all required safety documents; applicable handbooks; any and all required permits; and technical standards and specifications which arise out of the construction documents or the work.
- Perform on-site inspections for quality of workmanship, quality of materials, conformity with plans & specifications, code compliance, on-site safety, project schedule vs progress, and general progress of the construction project.
- Maintain observation reports/logs including work description, work methods, contractors on site, weather conditions, observations, photos, etc.
- Monitor the regular updates from the GC to the schedule based on impacts due to design changes, field condition and other related impacts.
- The frequency of on-site inspections will vary depending upon stage(s) of construction.
- Attend, or conduct, construction meetings with contractors, architect, and major subcontractors that are on site.
- These meetings may include discussions of potential or pending change orders, problems, schedule, budget, requests for information and any other areas of interest.
- Report to the Owner on the progress and status of the project.
- Attend and provide comments on the design meetings to assist the owner in making design decisions that are consistent with the scope and budget, and to assist the owner in making decisions that impact the operations and maintenance of the completed project.
- Provide weekly updates to the Owner to include progress photos.
- Review all test reports and ensure they are in compliance with specifications.
- g., soils, compaction, concrete, welds and other required tests.
- Review progress billings and when necessary, negotiate revisions.
- Review and approve all costs submitted by GC. This includes reviewing the back-up for each contractor draw request as required.
- Ensure all lien/claim releases are executed with all progress and final payments.
- Recommend courses of action to Owner when requirements of any contracts are not being fulfilled.
- One year of post occupancy assistance to include but not limited to:
- Coordinate with contractor to resolve warranty issues.
- One year warranty walk though;
- Ensure compliance with all closeout requirements with the architects, engineers, contractors and Municipal authorities.
- Assist with resolving payment or other contractual disputes.
- Track energy performance against design goals for one year after completion;
- Develop a preventative Operations & Maintenance plan for the Owner.
- Following the architect's certification of substantial completion, facilitate and monitor the General Contractor's completion of and the architect's review and approval of all punch list work.
- Ensure the turnover of all keys, manuals, record drawings, and maintenance stocks to Owner. Assist Owner's expediting consultant and other related vendors/contractors in obtaining temporary certificates of occupancy and permanent certificates of occupancy. File all notices of completion, coordinate final payment, and secure final conditional lien releases and any other activities which maybe required to occupy the project.
- Coordinate with Owner's maintenance personnel and monitor the inspection of utilities, operating systems, and equipment for readiness. Assist in initial start-up, testing, and facilitate any required training of Owner's maintenance personnel.
