We are looking for a Lifting Authority with the following details :

Location : Basra, Iraq ( site based )

Duration : 1 year, renewable

Work Status : Rotation, 4 weeks ON / 4 weeks OFF

Experience / Qualification required :

• Bachelor's degree in mechanical engineering or Structure Engineering.
• Minimum 5 to 10 years' experience in Lifting Management within the Oil and Gas industry.
• Proven experience in Lifting Plan writing (in English), as well as Lifting Management System document. Management of Lifting services call for tender: writing (in English) of the scope of works, evaluation tables, list of applicable laws and rules.
• Proficient in Microsoft Office tools (Word, Excel, Power Point).
• Practice of AutoCad software is a plus.
• Good interpersonal skills to interface with internal entities.
• Autonomous with excellent knowledge of English language (Oral and written).

Main accountabilities:

Health, Safety and Environment and Security:

• Ensure compliance to Lifting Management System and affiliate HSE rules (Procedures, Instructions) related to Lifting, Work Permit, Personal Protection Equipment (PPE).
• Conduct contractor Audits: issue an action plan and follow up.

Sustainability:

• Studies within the logistics department the possibility to raise the safety level of local communities contractors. Participate to studies on the potential use of electric driven crane on oilfield site.

Operations:

• Write the affiliate Lifting Management System document, which defines all rules concerning lifting on the affiliate perimeter: Standards of cranes, forklifts, manlifts, inspections standards and frequency, training matrix for staff involved in Lifting and Handling, Lifting plans standard, sorting of Lifting by criticality (critical lift matrix).
• For each site (Logistics Base, Central Processing Facility, goods delivery points), write the Lifting procedures, edit the rigging-loft inventory and operating procedure.
• Manage Site Lifting Specialists, assigned to the various operational site.
• Carryout regular site visits to check lifting operation, and contractors compliance with Lifting Management System.
• Organize Contractors audits (office and sites) to check compliance with Lifting contract and safety rules.
• Identify and analyze anomalies related to Lifting and propose corrective actions.
• Follow-up critical lifts performed on the various Projects: Solar plant, Water injection Plant, Gas Processing plant: Lifting plan review, contractors validation, sites audits.
• Compile the necessary daily, weekly, monthly reports.
• Participate in the contractors' selection process based on affiliate standards.
• Liaise with Headquarters Lifting Authority to report activities, receive Group statistics and Safety feeback notices, training materials, Lifting awareness support documents (posters, leaflets, booklets).

Key performance Indicators KPIs:

• Set-up and monitor Key performance Indicators (KPIs) for affiliate liftings and contractors performance.
• Propose action plans to improve contractor's efficiency or Safet awareness.
