To provide Rotating Mechanical project engineering ownership and oversight to ensure the success of the FAITS project for the working and safe & reliable operation of IGCC plant facilities under JIGPC in Jazan, Saudi Arabia.
Nature & Scope
The Jazan IGCC is the world’s largest IGCC and ASU facility producing 2100 MMSCFD syngas, 18,000 MT/Day Oxygen and 4 Gigawatts of power. The Project Delivery team need an experienced Senior Rotating Mechanical (RM) Project Engineer for the FAITS project.
The role involves interaction with EPC teams, site engineering, and providing timely project updates, leadership instructions, and technical guidance. Rotating Mechanical expertise is required for IGCC operating units, Power Block, and Utilities. The plant assets comprise pressure vessels, heat exchangers, piping systems, materials handling equipment, valves, dust suppression, fire protection systems, and stationary equipment.

PRINCIPAL ACCOUNTABILITIES
Safety
- Provide & maintain a safe work environment for self & others. Employ good housekeeping methods and demonstrate leadership with all company & industry safe work processes to prevent injuries.
Engineering:
- Lead in the provision of engineering evaluation & determinations, issue technical direction & guidance, and oversee Inspection & Quality Assurance initiatives for all mechanical equipment and pressure systems troubleshooting, maintenance, calibration, repair, and test activities.
- Lead in the provision of engineering support & guidance during the construction & commissioning of the plants. Maintain accurate documentation for plant’s mechanical equipment and pressure systems and validate commissioning activities and performance parameters. Monitor quality assurance initiatives including equipment installation & assembly, alignment, cleanliness, integrity, etc.
- Lead in the provision of engineering input for development & preservation of equipment standards, procedures, best practices, inspection contracts, and contractor selection guidelines.
- Develop detailed engineering specifications, evaluate quotations, perform technical bid evaluations & vendor document review.
- Develop, implement, and manage a comprehensive risk-based inspection and efficiency performance program for all mechanical equipment and pressure systems.
- Establish & maintain a relationship with the local inspection bureau, maintain relevant statutory, regulatory, technology standards, and code information consistent with JIGPC plant operational objectives and local regulations.
- Provide engineering support to project development and project management activities (including scope, budget, schedule, execution strategies, risk plans, cost collection / reporting, etc.) for the execution of all projects and turnaround activities.
- Employ appropriate project development and project management activities (including scope, budget, schedule, execution strategies, risk plans, cost collection / reporting, etc.) for the execution of all project Rotating Mechanical activities.
- Promote an atmosphere of team spirit through good example, open communication, good listening, and timely problem resolutions. Contribute positively to team discussions and assist other disciplines to deliver quality engineering to meet the project schedule.
- Drive continuous improvement in safety performance, reliability, and cost of quality goals.
- Establish & maintain relationships with regional Mechanical based systems & equipment suppliers.
- Foster and support positive working relationships with internal and external customers, in particular the EPC where support and guidance are essential to meet the schedule.
- Support, mentor, and develop local Mechanical Engineers.
JOB REQUIREMENTS
- Engineering Degree (BSEE / BEng preferred) with >15 years of relevant experience in chemical / refinery / gas plant maintenance / inspection / engineering / commissioning.
- Experience in Front End Loading and Detailed Design engineering project development through to construction and commissioning.
- Knowledge and application of industry codes and standards applicable to Oil and Gas and Refining Industries (API, ISA, NEC / IEC, NFPA, ASME, etc.) and preferably also Saudi Aramco standards and working practices.
- Experience in leading and guiding teams of experts with the ability to review and comment effectively on technical documents such as narratives, procedures, data sheets, drawings and schematic diagrams as well as following and marking up of P+IDs is essential.
- Experience in the following areas is highly desirable: Steam, Gas and Power control systems in particular Gas and Steam Turbine machinery.
- Demonstrated “hands-on” ability to configure, troubleshoot, and identify design and construction including commissioning requirements for various plant machinery following modifications.
- Experience with Bently Nevada and Woodward CCS and field devices. Experienced in engineering modifications to machinery settings a key machinery components requirement replacement/upgrade as a result of modifications.
- Knowledge & appreciated understanding of the principles of Functional Safety, experienced in HAZOP & HAZID workshops and working with EPC engineering teams in design development.
- Candidates should possess demonstrated troubleshooting and problem-solving skills, and an ability to think logically and systematically in an efficient manner.
- Emphasis placed on safety, teamwork, and aptitude toward challenging work. Skills related to outage planning, organization and communication are highly desirable. Good interpersonal and teamwork skills with the ability to communicate clearly and effectively throughout all levels within the organization.
- Proficiency in English speaking and writing is essential.
