Job Purpose
• Manage materials and equipment fulfilment processes for drilling operations, starting with initial budget planning, and progressing through the determination of material and equipment requirements to the placement of Purchase Orders.
• Support the tendering process for drilling equipment and materials
Assist in administering contracts while maintaining proper working relationships with vendors.
• Liaise with Purchasing, Logistics and third-party vendors for timely procurement, transportation, delivery and acceptance of equipment and materials for drilling operations
Technical: Initiate and coordinate the fulfilment of drilling equipment and material requirements.

Review equipment and material requirements as laid out in well program
Participate in cost estimations for AFE purposes.

Prepare technical scope of work for drilling equipment, rig equipment and spare parts, including well tubulars and accessories, wellhead equipment, drill bits and downhole tools.

Provide input on supply chain management and logistical issues to be considered in ensuring timely delivery of equipment, such as significant lead times, custom fabrication requirements, transportation and logistics issues or other special considerations.
Operations: Support the tendering, contracting, procurement and delivery processes for drilling equipment and materials.

Plan and carry out vendor prequalifications, vendor visits, vendor approval processes and vendor evaluations.

Liaise with Contracts department regarding technical and commercial evaluations of bids, and with Purchasing department for timely placement of contracts and Purchase Orders.

Manage contracts and working relationships with vendors
Attend regular Contracts Review meetings for monitoring progress on various contracts and purchases.
Liaison and coordination.

Liaise with drilling operations team to identify requirements for equipment, materials and services, and to coordinate scheduling of well operations.

Follow up with vendors throughout the tendering and contracting process
Follow up before and during operations to ensure timely deliveries and arrange for appropriate shipments of equipment and materials.

Liaise with Customs and Warehouse teams in the field to ensure effective clearance and storage of equipment and materials.

Maintain close communication and coordination with Drilling Superintendent and Drilling Coordinator throughout the planning, tendering and procurement processes.
Control: Policy, procedure and risk mitigation.

Ensure compliance with company QHSE policies, procedures and best practices throughout the planning, tendering and procurement processes.

Maintain compliance with Dragon Oil guidelines and requirements regarding the gathering, quality control, maintenance, storage and retrieval of technical data.

Ensure compliance with and proper application of company procedures and internal regulations, including those pertaining to confidential information, and recommend updates as needed.
