Our client, a leading international operator, have a current opportunity for a Water Treatment/Supply Package Manager on a contract basis. The position will be based in Dubai, UAE with occaional missions to Iraq.

They are looking for a well Package Manager on onshore projects, with experience of water treatment units (desalination plants, RO units, water pipelines distribution…) and brownfield project (SIMOPS, interfaces with Field Operations teams/activities and other ongoing GGIP projects).

Candidates must have:

• Experience with engineering leadership, leading multi-discipline activities, and well versed in design safety aspects of engineering
• Experience working with major EPC Contractors as owner/operator representative
• Experience in project management role from project inception through engineering, construction, and commissioning
• Technical experience with desalination/RO units design and operation is highly desirable
• Experience in managing field engineering
• Commissioning and Start-up experience is highly desirable
• Excellent organization and communication skills
• Former Works on difficult countries and multi-cultural management skills will be well appreciated.
• Fluent in English, Arabic is a plus
• The position will be based on a resident basis in Dubai with frequent missions to Basra (Iraq) and more specially during the construction and commissioning phase.

Build the water supply project for autonomy and non-competition with domestic water

In this position, the main missions are:

• Define, develop/review the scope of work
• Responsible for the project engineering scope, cost, and planning
• Coordinate the technical and management aspects of the project
• Ensures design safety aspects are incorporated into the design
• Provides leadership to drive decisions for multi-discipline issues to progress the execution of the project
• Budget monitoring and progress tracking
• Ensure effective communications with all the involved parties within company (Engineering team, FO, GGIP…) and third parties (contractors, sub-contractors, vendors…)
• Provides leadership and coordination with all involved parties to ensure engineering deliverables and plans are integrated to support procurement, construction, and commissioning/start-up activities
• Assist in the preparation of bidding documents
• Lead field engineering activities
• Proper Reporting to the management
• Ensure progress and successful completion of the project as per budget and planning
• Others scope maybe added to the package including Pipelines and Pumps Installation
• Interfaces Scope of Work with other projects

Goals:
Responsible for the definition, Engineering, procurement, and installation of the package. Deliver the Package by respecting the following Key Delivery Dates:
* Phase 1: Definition and Design is 3 months
* Phase 2: CFT to Contract Award Definition and Design is 3 months
* Phase 3: Execution and installation on Site till the start Up is 18 months
