Candidate Profile

The requirements for this position are as follows:

• Engineering or bachelor's degree in science or related field preferred.

• 10+ years' experience in Terminal Operations or a similar role can serve as equivalent to educational background.

• Field experience through construction projects and/or operations with safety background Knowledge in HSE matters and OSHA training.

• Language: fluent in English and Spanish professional level.

• Capacity to prioritize tasks, and ability to adapt easily to changing conditions Computer skills (Office package, SAP)

• Adequate management of confidential matters is strongly required.

• Ability to work in a fast-paced environment with adaptability to prioritize tasks as needed.

Activities

To support the department the USVI Terminal and HSE Supervisor will be working to meet the department's milestones by:

Safety
  • • Assist HSE Management and Facility Managers to prepare and keep updated emergency plans, contingency procedures, and safety drills. Support and/or organize exercises to ensure the effectiveness of the plans. Coordinate and participate in routine emergency drills.
  • • Conduct regular safety talks with employees, contractors, and management to ensure they are aware of safety rules and that they apply them.
  • • Supervise all operational activities on-site.
  • • Report monthly operational and HSEQ KPIs.
  • • Support operational teams and HSE management in monitoring and compliance with the Company Rules.
  • • Cooperate with the operational teams in the management of the maintenance program.
  • • Ensure calibrations and routine tests.
  • • Request quotes and prepare purchase orders respecting TotalEnergies PR purchase procedure.
  • • Ensures that Safety tools are properly and continuously used at the terminal.
  • • Coordinates security services at the Terminal and reviews guard's logs for night activities, as needed.
  • • Ensures compliance with environmental and federal requirements.
  • • Responsible for ensuring compliance with the company's principles, rules, and procedures, among others, related to the job holder area and/or department, along with the implementation of the defined actions plan as a result of audits, inspections, visits, etc.
  • • Assistance to the USVI Director ensuring that Safety, Security, Health Quality, and Environmental (HSEQ) expectations are met.

Terminal Maintenance & Operations
  • • Direct Supervision of USVI Terminal Operators.
  • • Ensures compliance with local labor laws.
  • • Coordinate the preparation/update of emergency response plans.
  • • Serves as a member of Emergency Response Teams.
  • • Participate in project execution to provide technical feedback on the terminal.
  • • Controlling and monitoring operational Expenditures to comply with the approved budget for the period.
  • • Ensure employees are trained and an ongoing training plan is in place.
  • • Conducts contractor accreditation, evaluations, and training.
  • • Perform weekly and monthly equipment inspections as per requirements (security barriers, HSE equipment, etc.)
  • • Ensure compliance with the company's integrity program.
  • • Ensure compliance with the company's road transport program.
  • • Coordination and supervision of product receipt operation in the terminal.
  • • Work in shifts as per terminal operating schedule (night and day, weekend, public holidays)

Projects
  • • Ensure that applicable HSE rules, programs, and regulations are properly followed and applied in all projects.
  • • Prepare HSE Weekly / Monthly reports.
  • • Ensure that site construction and terminal operation simultaneous activities are managed and safely performed.
  • • Support and advise the Project Manager on HSE aspects, and assist him in the regular HSE inspections and audits required at the Contractor facilities and site works.
  • • Report any deviation from the Company HSE requirements or applicable rules or any risk identified of during the project.
  • • Participate In / review Job Risk Assessment with Contractors, and ensure adequate risk mitigation measures.
  • • Participate or lead Prevention Plan preparation / supporting documents, and review with contractors and operational teams.
  • • Perform safety inductions to any new employee/contractor working in the facility.
  • • Review and adapt the Works Permit (PTW) system and check conformity with the Company's safety procedures.
  • • In coordination with the Terminal Manager, give relevant work permits to contractors.
  • • Lead and monitor the execution of Daily Site surveys & pre-job meetings related to the PTW system.
  • • Continuous supervision of project execution to ensure all activities are performed according to requirements.
  • • Organize and participate in the HSE Audits/ Inspections on site as required and ensure that corrective actions are defined. Ensure and monitor follow-up of corrective actions.

To support our USVI department operation while performing the tasks mentioned above, the USVI Terminal and HSE Supervisor will be working in an environment that requires:

• Limited resources of contractors.

• Work on weekends. or in extended work time may be performed

• Night shifts, if necessary, when receiving barge

• Highly regulated environment.

• Permanent contact with operational teams and contractors.

• Strict follow-up of the company's business and operations policies and procedures, especially HSEQ.

• Keep a good healthy working environment and motivated personnel.

• Safety during all construction works and nearby activities business continuity during construction.

• Project execution as per requirements and expectations.

• Compliance with Company and International applicable standards Compliance with Puerto Rico, US Virgin Islands, and Federal regulations.

Context & Environment

The USVI Terminal and HSE Supervisor will supervise tasks related to receipt, storage, and delivery operation of bulk fuel products handled at the terminal, ensure that TotalEnergies HSEQ policies and objectives are incorporated in all the site activities and construction projects, supervise site activities to ensure implementation of HSEQ applicable standards, manage the preventive maintenance and repairs of terminal equipment, including trucks, manage the terminal integrity program, provide procedures and guidelines to ensure operations (receipts, storage, and distribution) are performed safely, effectively, and efficiently, creating a safe, and healthy environment for all personnel involved with operations/activities and follow up thoroughly Contractor's execution of HSE measures during Site preparation/Construction as per contract requirements.
