The Shift Supervisor, Ferndale Refinery reports to the Operations Business Team Lead (BTL) and is responsible for safe, environmentally compliant operation of the refinery and direct supervision of hourly operations employees. The incumbent in this position is a member of the on-shift leadership team, representing management, and is responsible for overall refinery operations and emergency response in compliance with Phillips 66 Ferndale Refinery policies and practices.

Responsibilities May Include:
  • Champions safety and health excellence in the refinery including recognizing and stopping unsafe work, recognizing and reporting safety hazards, completing assigned safety training, safe work auditing, and demonstrating compliance with safety policies and regulatory requirements including process safety management.
  • Leads weekly safety meetings with crew members.
  • Promotes and ensures operations compliance with environmental permit limits.
  • Serves as one of two on-site management representatives after hours and is qualified to the level of incident commander for the refinery's incident management team during emergency responses.
  • Leads or participates in incident investigations including documenting and performing initial investigation for incidents that occur during their shift.
  • Responds immediately to process upsets, safety/medical incidents, environmental events, personnel issues, etc.
  • Makes timely notifications to leadership, HSE team, regulatory agencies, emergency response, and other required contacts.
  • Makes decisions that align with the company's core values, policies, business objectives, and collective bargaining agreement.
  • Supervises hourly operations employees on their shift, ensuring work assignments are completed, work rules are being followed, and expectations are being met. This includes ensuring operator logs are filled out, proper shift-to-shift communication, rounds completed, and employees are adhering to operating procedures.
  • Ensures all shift positions are filled and operator payroll is entered accurately.
  • Reviews and implements daily communications from operations leads/coordinators, commercial team, and engineering.
  • Understands and monitors process operation, lab results, target boards, and operating limits while ensuring necessary adjustments are made to maintain safe, reliable production according to the business plan.
  • Works closely with operators to troubleshoot problems, resolve issues, and makes appropriate call outs for maintenance, extra operations coverage, and other support resources as necessary to manage refinery operation. This includes a risk assessment prior to contacting and coordinating off-shift maintenance.
  • Drives the maintenance work process by previewing and executing the maintenance schedule, directing equipment preparation, approving work notifications, pushing critical priorities forward, and coordinating maintenance activities after hours.
  • Works closely with operations coordinators on weekday shifts to align with objectives and
  • Drives progression of operator training plans including ensuring operator engagement and that progression is documented.
  • Facilitates final qualification sign-off.
  • Demonstrates strong field presence including driving housekeeping, process line/equipment labeling, winterization, and identifying maintenance needs.
  • Documents shift activities, process information, incidents, instructions, and other handover communications in the shift log.
  • Monitors and resolves issues related to the truck rack, rail unloading, and wharf traffic as the site contact for after hours.
  • Interacts and coordinates with other refinery functional teams including laboratory personnel, security, HSE, maintenance, commercial, engineering as well as vendors, visitors, rail/truck/wharf traffic personnel, and other contracted services.

Required Qualifications:
  • Legally authorized to work in the job posting country.
  • High School diploma or GED.
  • Possess a valid Driver's License.
  • 3 or more years of experience in the refinery or chemical field.
  • Willing and able, with or without reasonable accommodation, to perform and comply with the following:
    • Work at least a 12-hour rotating shift, which include weekends and holidays (generally work 48 hours one week, 36 hours the next, rotating between days and nights).
    • Work overtime.
    • Be on call 24/7/365.
    • Respond to refinery emergencies during off-hours.
    • Work safely near large, hot, high-speed machines.
    • Climb ladders and stairs up to 200 feet in height.
    • Transport articles up to 50 pounds.
    • Frequent standing and walking (infrequently on ice and occasional water or slippery surfaces).
    • Work around chemicals, including acids and bases.
    • Work around hydrocarbons under high pressure and heat.
    • Work outside in harsh weather conditions.
    • Wear fire retardant clothing and personal protective equipment (such as steel- toe shoes, ear and eye protection).
    • Maintain face daily so that a respirator / face mask can seal properly (some examples include being free of facial hair and / or clean shaven).
    • Travel up to 5% of the time.
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC).

Preferred Qualifications:
  • 5 or more years of experience in the refinery field and console operations.
  • 1 or more years of experience as a supervisor in a union environment.
  • Promotes diversity and inclusion.
  • Knowledge of SAP, Impact, KMS and other Ferndale Refinery intranet applications.
  • Proficient in Microsoft Office.
  • Strong and effective communication skills (verbal and written) in both individual and group settings.
  • Strong leadership skills and the ability to work well with others.

  • Knowledge of safe work practices.
  • Strong interpersonal skills to facilitate work with both hourly and salaried employees.

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation

The base pay range for this role is $ 123,500 - $ 152,250 depending on a candidate's relevant work experience and education.
