The Measurement Specialist its responsible for daily analyzation, planning, and implementation of measurement activities within Phillip 66's corporate and G&P organizations. Leads corporate driven projects in planning and implementation processes.

Responsibilites Include:
  • Leads, develops, and implements processes and procedures for measurement data quality control.
  • Reviews and approves gas data validity before release for financial use.
  • Develops, reviews, and approves gas lost and unaccounted balances.
  • Integrates gas and liquid measurement data into measurement software systems.
  • Provides guidance and approval of measurement adjustments of custody transfer data.
  • Maintains expert level knowledge of gas measurement processes, practices, standards, and regulations.
  • Identifies and reconciles measurement discrepancies between P66 and its customers.
  • Provides measurement station design and installation guidance.
  • Provides guidance to field measurement personnel to insure contract, industry standard, and regulatory compliance.
  • Reviews proposed contract measurement language to ensure compliance with company, industry, and regulatory compliance and standards.
  • Analyzes measurement data and equipment to determine root cause of measurement errors or discrepancies.
  • Provides training to G&P teams on sampling, testing, flow computer operations, etc., including the use of necessary software .
  • Performs factory acceptance tests for meter skids.
  • Performs other related duties to meet the ongoing needs of the organization.

Required Qualifications:
  • High School diploma or equivalent experience.
  • A minimum of 8 years oil and gas industry experience.
  • Knowledge of gas and liquid measurement data flow processes including prior and current versions of AGA flow equations, API and GPA standards along with Electronic Flow Meter (EFM) meter installation, setup, calibration, and meter setting/design standards.
  • Strong working knowledge of FlowCal and TESTit software products.
  • Strong understanding of gas and liquid measurement devices, i.e., orifice, turbine, PD, Coriolis, thermal mass, and ultrasonic meters along with electronic flow recording meters.

Preferred Qualifications:
  • 10 - 20 years of oil and gas industry experience.

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
