The Instrument and Electrical Craftsman, Billings Refinery works independently and with others to perform preventative, predictive and routine maintenance tasks. They troubleshoot issues, repair failures of production and facilities equipment, and ensure maximum equipment efficiency and effectiveness.

Responsibilities May Include:
  • Providing electrical and instrumentation support for control valves, transmitters, analytical equipment, motors, motor starters, and other various electrical and instrumentation equipment
  • Maintaining and troubleshooting power systems, programmable logic solvers (PLCs) and Safety Instrumented Systems (SIS) to safely achieve plant production goals
  • Installing, troubleshooting and maintaining electrical, pneumatic, and electronic instrumentation systems
  • Performing all duties in compliance with our Health, Safety and Environmental (HSE) Management System, applicable government regulations, industry best practices, and all other Phillips 66 policies and/or regulations

Required Qualifications:
  • Legally authorized to work in the United States without restrictions
  • High School Diploma or GED equivalent
  • Must currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card prior to employment start date. Information regarding TWIC qualification standards may be found at https://www.tsa.gov/for-industry/twic
  • Willing and able, with or without reasonable accommodation, to:
    • Work overtime
    • Read at a level to understand written safety procedures, work procedures, work permits, instruction manuals
    • Climb up to 250 feet in height
    • Lift and transport materials (up to 65 pounds), bend, stoop, perform moderate manual labor, work in confined spaces, climb, and work at various levels above the ground
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
    • Wear personal protective equipment, including but not limited to steel-toe shoes, ear protection, eye protection, hand protection, and fire retardant clothing
    • Work outdoors. including in inclement weather conditions
    • Work in enclosed spaces, such as tanks and silos
    • Work around chemicals, including acids and bases that may be under high pressure and heat
    • Perform firefighting duties as needed
    • Follow safe work practices and procedures

Preferred Qualifications:
  • Associate's degree or higher in Instrumentation, Electrical, or both
  • 5+ years of direct experience working as an Instrument and Electrical (I&E) Technician in a refinery or petrochemical refinery
  • 5+ years of experience troubleshooting power and control systems
  • Ability to read/comprehend manuals, schematics, drawings, graphs, charts and diagrams
  • 5+ years of direct experience in the use of test equipment and procedures, national Electrical Code (NEC), applicable government and plant standards/regulations (OSHA, ANSI, health and safety), lockout/tagout procedures, unit start-up/shut-down procedures, rigging equipment/procedures/practices, and instrumentation terminology, procedures and practices
  • Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint)
  • 1+ years of direct experience performing maintenance on gas chromatograph analyzers

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
