The Loss Control Specialist - 3rd Party Term will work closely with Third-Party Terminal staff and associated pipeline companies, Commercial Operations and Trading, Business Development, Finance and Product Accounting, Independent Inspection Companies, and Global M&LC to minimize quality and quantity losses at various Third-Party Terminals where Phillips 66 leases storage tankage. The position sits directly on the Trade floor amongst the Commercial Schedulers and Traders. The Third-Party Terminals M&LC team will have oversight of all marine, pipeline, truck, rail, storage tank(s), etc. at the leased tankage terminals they support. They will review custody transfer measurements to ensure accurate volumes and to prevent/minimize losses and product quality degradation at the associated terminals.

Responsibilities May Include:
  • Confirm and reconcile custody transfer quantities and resolve excessive differences with purchasers, suppliers, and P66 Commercial, as appropriate. Work with the Third-Party Terminal Management to ensure site specific controls and processes to validate and monitor measurement equipment used for custody transfers are in place.
  • Oversight of the measurement and sampling services performance of the Independent Inspection Companies (IIC) and meter ticket systems at associated terminals using P66 procedures/guidelines and relevant API standards.
  • Attend custody transfers when needed.
  • Periodic field reviews of custody transfer inspections as needed.
  • Confirm financial system deal capture matches reporting volume of the Third-Party Terminal to ensure deal quantities between P66 and the associated counterparty are confirmed.
  • Engage with Business Systems and Metrics to develop Third-Party Terminal performance benchmarks and measures. Identify risk and risk mitigation strategies to communicate to appropriate P66 Commercial partners.
  • Act as a contributing team member to the Global M&LC Team, establish policies and best practices for the M&LC program in partnership with the M&LC Center of Excellence.
  • Protect Phillips 66's interest by contributing to Industry Standards Development and remaining technically current on relevant Industry Standards.
  • Identify, support, and implement various Commercial Operations business transformation initiatives to deliver significant value, when possible.

Required Qualifications:
  • Legally authorized to work in job posting country
  • High School Diploma or GED equivalent
  • Experience with Commercial or Midstream Pipelines and Terminals
  • Self-Starter Mindset

Preferred Qualifications:
  • Bachelor's degree in Business, Accounting, Supply Chain Management, or relevant field
  • 5 or more years in Commercial and/or Midstream scheduling
  • 5 or more years in Crude(preferred) or Clean Products experience
  • Ability to manage conflict, and persuade/facilitate resolution
  • Ability to adapt to changing work environments and make continuous improvements
  • Ability to set, manage, and meet multiple and competing priorities
  • Basic knowledge of petroleum market commercial fundamentals including general understanding of contract terms and condition(s) risks
  • Understanding of downstream and midstream operations, supply chains and value drivers
  • Ability to technically and fundamentally analyze factual data to recommend action to stakeholders (traders, schedulers, management, business development, contract administration and settlements, and inventory accounting)
  • High degree of personal drive and dedication to achieve personal/ team goals and objectives
  • Capable of influencing others to achieve desired results and common objectives
  • Strong organizational skills that include experience with keeping detailed records and initiating communications of project schedule, status, and deadlines
  • Good negotiation skills, along with effective written and verbal communication skills
  • Proficiency with Microsoft Office, SharePoint, LiveLink, etc
  • Working knowledge of Marine, Pipeline, & Terminal custody transfer operations and procedures
  • Strong communication and collaboration skills, with the ability to effectively manage internal and external stakeholders at all levels
  • Strong individual contributor who can perform with minimal direct oversight
