The Process Engineer provides technical expertise and support focused on improving the safety, reliability, and profitability on assigned process units in the refinery. The Process Engineer regularly works with operations, commercial planning, process control, maintenance, and other technical department employees.

Responsibilities May Include:
  • Participates and promotes all aspects of refinery safety programs.
  • Visibly demonstrates commitment to the workplace safety and health of employees and contractors through personal engagement and sound decisions.
  • Monitors performance of assigned process units and proactively identifies operating trends and potential impacts.
  • Communicates and makes recommendations so that the organization is never surprised by a predictable or preventable loss of full, safe, and reliable unit operation.
  • Tracks process unit performance and follows up on violations or near misses of safe operating limits.
  • Continues to validate safe operating limits (SOL) and reliability operating limits (ROL).
  • Responsible for resolving abnormal process problems.
  • Regularly works with unit operators on understanding and resolving operating problems in process units.
  • Supports operations in the field and in the control room during operational upsets and changes to operations.
  • Participates in incident investigations including process upsets.
  • Participates and may facilitate risk analysis meetings (RAM) and pre-start up safety reviews (PSSR) for manage of change (MOC) in area of responsibility.
  • Participates in PHA and HAZOP reviews of assigned units and projects.
  • Completes action items from process hazards analysis (PHA), audits and investigations in a timely manner to support overall refinery goals around action item closure.
  • Evaluates Critical Device Bypasses to ensure adequate alternate protection.
  • Coordinates evaluation of alternate relief paths to support operations when relief valves without spares can be pulled by maintenance at the prescribed intervals to ensure their mechanical reliability.
  • Works with refinery operations and commercial planning groups to optimize long and short-term unit operations for the maximum economic benefit.
  • Develops ideas for projects that improve the safety, reliability, and profitability of the refinery. Assists in the development of process design packages.
  • Assists in the development of turnaround work scope.
  • Supports the procurement, handling, performance tracking, and disposition of catalyst and chemicals used in the refinery.
  • Supports the selection and management of chemical and catalyst vendors and contracts to maximize unit reliability and profitability.
  • Assists the business team leads and finance department with the development of operating expense budgets, particularly in the areas of chemicals, catalysts, and utilities.
  • Investigates variances in these categories and recommends actions to keep these expenses within budget.
  • Participates in facility emergency response as part of the Emergency Management Organization within the Incident Command System.
  • Keeps up to date on technical issues and industry trends on assigned units and applies knowledge to improve the refinery.
  • Serves as primary technical contact with central company and outside technical experts.

Required Qualifications:
  • Legally authorized to work in the job posting country without restrictions.
  • Possess a valid Driver's License.
  • Bachelor's degree or higher in Chemical Engineering.
  • 2 or more years of experience as a engineer in industrial settings.
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC) (more information can be found at tsa.gov/for-industry/twic).
  • Willing and able to perform and comply with the following, with or without reasonable accommodation:
    • Travel up to 5% of the time.
    • Work occasional extended hours, which may include evenings, weekends and holidays.
    • Work safely near large, hot, high-speed machines.
    • Climb ladders and stairs up to 200 feet in height.
    • Confined space entry during turnarounds and equipment outages.
    • Work around chemicals, including acids and bases.
    • Work around hydrocarbons under high pressure and heat.
    • Work outside in harsh weather conditions.
    • Wear fire retardant clothing and personal protective equipment (such as steel- toe shoes, ear, and eye protection).
    • Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven).

Preferred Qualifications:
  • 5 or more years of experience as a Process Engineer in the oil and gas industry.
  • Accepts ownership, is accountable and delivers on commitments.
  • Strong technical knowledge and ability to apply practical solutions in the field.
  • Strong computer skills and a desire to learn new programs and implement new computer based tools.
  • Ability to manage a large workload and changing priorities.
  • Strong and effective communication skills (verbal and written) in both individual and group settings.
  • Strong leadership skills and the ability to work well with others.
  • Knowledge of pSm.
  • Knowledge of safe work practices in an industrial setting.
  • Ability to work on cross discipline teams.

  • Strong interpersonal skills to facilitate work with both hourly and salaried employees.

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
