The Fixed Equipment Engineering Supervisor is responsible for supervising a team of mechanical engineers that provide engineering support for all fixed equipment and piping systems within the Sweeny Refinery Complex. The group reports through the maintenance department, but supports all departments including maintenance, operations, and projects. This position also serves as the lead fixed equipment engineer approving all pressure vessel alterations/repairs and ensures RAGAGEP is followed.

Responsibilities May Include:
  • Responsible for the safety, supervision, development, and training of fixed equipment engineers.
  • Ensure timely engineering support for routine maintenance, turnarounds, projects, and operations.
  • Provide guidance and work direction to engineers of varying experience levels ranging from 0 to 15+ years.
  • Interact with all departments to stay informed of refinery priorities and engineering support needed.
  • Responsible for oversight and implementation of refinery wide programs to improve quality and reliability.
  • Monitor employee compliance with procedures and due dates such as MOCs and action items assigned from incidents, PHA's, audits, etc.
  • Approve all pressure vessel alterations and repairs.

Required Qualifications:
  • Legally authorized to work in the job posting country.
  • Bachelor's degree or higher in Engineering.
  • 3 or more years of maintenance engineering or reliability experience in fixed equipment.
  • 5 or more years of relevant experience in refining, petrochemical and/or related industry.
  • Detailed working knowledge, experience and/or training of relevant ASME / API / NACE codes, standards, and recommended practices.

Preferred Qualifications:
  • 10 or more years refinery experience.
  • Able to handle multiple tasks, be well organized, detail-oriented, and have good interpersonal skills.
  • Able to interact with all levels of the organization and possess a strong customer and business acumen.
  • Strong oral/written communication skills and the ability to interact and work in a team environment.

  • Experience in Maintenance and Turnarounds.

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
