The Sr. Electrical Engineer (SME) is responsible for being Midstream' s primary subject matter expert (SME) for Instrumentation and Electrical areas. Supporting Pipelines and Terminals (P&T) operations as well as Automation, SCADA and other related functional areas as needed. Ensuring right technology selection, application and direction, create and maintain policies, procedures and maintenance/reliability practices dealing with instrumentation and electrical, as well as training, auditing & metrics dealing with the field. Lead the Instrumentation and Electrical Functional Excellence Team (IFET/EFAT) and will be accountable for establishing and driving the FET's agenda.

Responsibilities may include:
  • Selecting, applying, directing, policies, procedures and practices for instrumentation and Electrical technology.
  • Assisting Operations in establishing capital and major maintenance budgeting priorities for instrumentation and Electrical and Manage the Instrumentation and Electrical Capital Program
  • Working closely with field technicians, I&E supervisors and Region engineering staff to establish asset condition, criticality and any problematic areas.
  • Directing trouble-shooting and problem-solving activities when operations technicians encounter a problem for which they cannot establish an acceptable solution.
  • Participating and leading (as appropriate) industry instrumentation trade association committees and subcommittees such as API, ISA and IEEE representing Phillips 66 Midstream and working to influence these industry trade groups toward positions favorable to the company and industry.
  • Providing technical support to Operations and Engineering relative to instrumentation and Electrical systems, processes and equipment. Owning all Midstream instrumentation and Electrical governance documents, maintenance practices and appropriate equipment information.
  • Manage P66 Midstream Electrical and Instrumentation MEP's
  • Consult and provide guidance to the P66 Midstream Capital project group and P66 MEGA Project group
  • Assist Midstream HSE with Tier II Electrical and Controls audits and a resource during corporate audits of P&T facilities
  • Identifying and maintain a list of critical skills for the instrumentation and Electrical community. Work with the training group/outside resources to identify and provide training to Phillips 66 technical personnel relative to instrumentation and Electrical.
  • Working and coordinating with other internal Phillips 66 Instrumentation and Electrical Functional Excellence groups as well as with outside peer groups to establish Instrumentation and Electrical best practices for P66 Midstream P&T facilities
  • Using data and facts to support technical views and positions.
  • Lead/direct site Electrical Health Assessments relative to Industry and internal company Standards and Practices
  • Subject Matter Expert for ISA, NFPA, NEMA, NETA, IEEE, PIP, API and OSHA code interpretations as they relate to equipment and systems.
  • Reviewing and identifying trends and advancements, evaluating and recommending new technology to increase safety, reliability and productivity.
  • Assist corporate procurement in establishing and maintaining agreements with vendors.
  • Assist regional operations to stay compliant Midstream Electrical Arc Flash Program
  • Manage P66 Midstream Electrical Safe Work Practices to be consistent with OSHA 1910 Subpart S and NFPA 70E standards

Basic/Required:
  • Legally authorized for work in the job posting country
  • Associates Degree Electrical/Electronics Technology
  • 10 or more years of instrumentation and electrical technical experience
  • 10 or more years of experience in the field of hazardous liquids measurement systems design, installation, operation, and maintenance
  • 10 or more years direct experience working with instrumentation and electrical standards and codes such as ISA, PIP, API, NFPA and IEEE
  • 10 or more years working experience with electrical design/construction for electrical equipment located in a Hazardous Flammable location and working knowledge of NFPA 70 codes and API RP500 standards for classified areas
  • 3 or more years of demonstrated experience in dealing with capital, major maintenance and operating expense budgets as they relate to instrumentation and electrical systems

Preferred:
  • Bachelor's Degree in Engineering
  • 1 or more years of experience with API measurement standards and RP's
  • 5 or more years of experience with Allen Bradley PLC systems and programming
  • 1 or more years of experience moving from system dialogue to a working logic programming
  • 1 or more years of experience with SCADA systems
  • 5 or more years field Electrical and Instrumentation maintenance experience
  • Industrial Electrical System specification, design, testing, commissioning, maintenance and condition monitoring
  • Expert hands on working knowledge with SEL protective relays, SEL networks and HMI systems
  • Expert knowledge of large (up to 16,000HP) motor and motor control systems
  • Expert knowledge of Low Voltage and Medium Voltage Switchgear
  • Expert knowledge of electrical construction material and techniques
  • Familiar with Electrical Power System Protection systems
  • Familiar with large high voltage substations
  • Familiar with ETAP electrical analysis software
  • Good interpersonal skills and teamwork skills
  • Good written and verbal communication skills
