The Instrument Engineer, Los Angeles Refinery is a cross-functional leader and advocate for best practices in the selection, implementation, and maintenance of the instrument asset base to ensure that regulatory, production, and optimization objectives are met at LAR, under the direction of the Instrument and Controls Superintendent. The instrument asset base includes all process measurement, SIS and regulatory process control analyzers and instruments.

Responsibilities May Include:
  • Serves as lead for asset base troubleshooting, including technical support for the Maintenance, Operations, and Technical Services departments to improve the quality of maintenance repairs, daily operations, engineered modifications, and new equipment installations by resolving questions and issues through familiarity with industry, regulatory, and corporate standards.
  • Creates strategies for the development, implementation, monitoring, and coordination of instrument reliability improvement efforts, including preventative maintenance programs.
  • Supports the Instrument Mechanical Integrity and Safety Lifecycle programs.
  • Supports Process Hazards Analysis (PHA) / Layer of Protection Analysis (LOPA) efforts.
  • Reviews, executes and maintains SIL verification calculations for SIS.
  • Provides Maintenance and Technical Services with guidance and direction regarding safety, reliability, and maintainability for instrument selection in accordance with the site approved manufacturers list (AML).
  • Responsible for adopting and sharing instrument and shutdown system "best practices" through internal and external networking.
  • Participates in meetings with corporate network teams, including the Field Instrument Network (FIN), SPI (SmartPlant INTOOLS) and the Process Analyzer Network.
  • Maintains SPI and SAP documentation systems and associated evergreen processes for instrument asset database across the site.
  • Provides mentoring, guidance and direction for maintenance instrument craftsman as well as training for operations, craftsman and engineers to improve skillsets as it pertains to the instrument asset base.
  • Assists in the implementation and monitoring of key reliability performance indicators, including bad actor reduction, event code metric analysis, predictive/preventative maintenance plans, SIS quarterly metrics and other associated metrics.
  • Develops and reviews the instrumentation asset base work scope for maintenance turnarounds with Maintenance and Operations departments, including performing instrument design calculations and obtaining approved vendor quotes.
  • Participates in maintenance turnarounds including tracking work scope execution and shutdown testing.
  • Identifies and develops capital projects work scope as it pertains to the instrument asset base for safety, reliability and maintainability.
  • Leads capital/expense projects and is responsible for the design, review, and approval of project deliverables as it pertains to the instrument asset base in accordance with industry best practice, regulatory and corporate standards.
  • Initiator, reviewer, and approver of MOC's and PSSR's as it pertains to the instrument asset base.
  • Performs periodic audits and inspections of instrument shutdown systems and associated documentation.

Required Qualifications:
  • Legally authorized to work in the United States on a regular, full-time basis without restrictions.
  • Bachelor of Science degree in Chemical, Electrical or Mechanical Engineering or equivalent.
  • 5 or more years of hydrocarbon refining engineering work experience, with emphasis on instrumentation.
  • Intermediate proficiency or greater in the MS Office suite, particularly Excel, Word and PowerPoint.
  • Experience with PHA/LOPA and familiar with ISA 84 (IEC 61511).
  • Must be able to respond to off-hours support requests, including weekends and/or holidays for turnarounds and/or operational upsets.
  • Proficient in performing design calculations and creating specifications for a variety of instruments that includes but is not limited to: orifice plates, control valves, thermowells, d/p level measurement, etc.
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Be available for afterhours support.
    • Work extended hours, which may include evenings, weekends, and holidays.
    • Work safely near large, hot, high-speed machines.
    • Must be able to lift up to 25lbs.
    • Work around chemicals, including acids and bases.
    • Work around hydrocarbons under high pressure and heat.
    • Work outside in harsh weather conditions.
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection).
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven).

Preferred Qualifications:
  • Proficient in SIL Solver and performing SIL calculations.
  • Proficient with SPI (SmartPlant INTOOLS) and SAP.
  • ISA EC50 Certified.
  • Strong written and verbal communications skills.

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.

Compensation

The base pay range for this role is $123,500 - $ 171,150 depending on a candidate's relevant work experience and education.

This position is eligible for the Phillips 66 geographic differential pay program. Details and terms to be conveyed in offer of employment.
