The Maintenance and Reliability Superintendent, Instrumentation, manages the Instrumentation and Analyzer resources at the Los Angeles Refinery, Wilmington and Carson Plants, including engineers, supervisors, specialists, craftsmen and contractors. The position reports to the Manager of Maintenance and Reliability.

Responsibilities May Include:
  • Responsible for the maintenance and reliability of the Los Angeles Refinery (LAR) instrumentation and analyzers.
  • Responsible for own safety/health as well as the safety/health of department's staff, craftspersons, vendors, and contractors and for promoting the health and safety of others and performing quality work in a safe and environmentally conscientious manner.
  • Responsible for compliance with Company policies and procedures, established standards, and governmental regulations (federal, state, and local).
  • Responsible for the development and continuous improvement of the Instrumentation Department's resources: people, equipment and systems.
  • Owns and reports on the Instrumentation Department's administrative and technical Key Performance Indicators: Local and Corporate.
  • Compiles the department's annual and five year budgets. Accountable for meeting the budgetary constraints and meeting all the technical, reliability, and administrative goals of the department.
  • Coordinates Instrumentation Department reliability input to the Refining Engineering Practices and to LAR capital projects.
  • Represents LAR on the Phillips 66 Field Instrumentation Network. Analyzer Network, and SPI Network.
  • Develops, implements, and monitors predictive and preventive maintenance programs for all Refinery instrumentation analyzer systems.
  • Provides technical and administrative leadership to the instrumentation staff and employees (Engineers, Supervisors, Specialists, craftsmen).
  • Provides continuous instrumentation and analyzer technical support to the Operations and Technical Services departments to improve the quality of maintenance repairs, daily equipment operation, engineered modifications, and new equipment installations.
  • Responsible for analysis of instrumentation and analyzer condition data to assess the operability of critical refinery instrumentation systems. Initiates and executes programs for improvement based upon this analysis.
  • Responsible for the development of instrumentation and analyzer related work scope for all maintenance turnarounds.
  • Responsible for coordinating turnaround support to ensure that all required work scope is completed and accurately documented.
  • Regularly reports to the Refinery Leadership Team, FETs and NETs on maintenance and reliability technical and administrative issues involving: People, Equipment, Systems.
  • Subject to off-hours callouts on an as needed basis to support Refinery operating requirements.

Required Qualifications:
  • Legally authorized to work in the job posting country.
  • Bachelor of Science degree in Engineering.
  • 10 or more years of direct maintenance and/or engineering experience, with emphasis on instrumentation.
  • 3 or more years of supervisory experience or an equivalent combination of education and/or relevant experience.
  • Advanced computer and written skills.
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Be available for afterhours support.
    • Work extended hours, which may include evenings, weekends, and holidays.
    • Work safely near large, hot, high-speed machines.
    • Climb ladders and stairs up to 200 feet in height.
    • Work around chemicals, including acids and bases.
    • Work around hydrocarbons under high pressure and heat.
    • Work outside in harsh weather conditions.
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection).
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven).

Preferred Qualifications:
  • Bachelor of Science degree in Mechanical, Electrical, Instrument/Controls or Chemical Engineering.
  • 10 or more years of direct maintenance and/or engineering experience with advanced controls and DCS.
  • Familiar with the SAP Plant Maintenance (PM) module.
  • Able to communicate effectively, both verbal written, with a wide range of personnel including management, the Operations and Technical Services divisions, front line supervision, craftsmen, contractors, vendors and industry representatives.

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.

Compensation

The base pay range for this role is $154,850 - $194,250 depending on a candidate's relevant work experience and education.

This position is eligible for the Phillips 66 geographic differential pay program. Details and terms to be conveyed in offer of employment.
