About the Job

  • A qualified and licensed person on board the ship who is not a member of the ship's crew and who brings local knowledge and maritime expertise to ensure safe, environmentally sound, reliable, and optimized transfer operations of oil and gas cargos between tanker ships and offshore terminal facilities.
  • Responsible to supervise and monitor the terminal and ship's conditions prior to and during cargo transfer operations to ensure operating within safe and approved parameters
Key Accountabilities

  • Reviews with ship's officers the ship's cargo transfer plans and arrangements prior to commencement of transfer operations to ensure all precautions are considered in accordance with terminal safe operations procedures
  • Measure atmosphere in ship's tanks prior to commencement of transfer operations to ensure condition is within safe limits in accordance with terminal and port authority regulations
  • Coordinates transfer rates between shore and ship to ensure adherence to agreed start up, nominal, and topping off rates throughout.
  • Monitors weather forecasts in coordination with shore weather management centres to ensure advance planning for forecasted adverse weathers to avoid unfortunate events
  • Responsible to provide guidance and direction to the shore team members while on-board to ensure safety of personnel and equipment
  • Supervises and Leads the shore rigging team during connection and disconnection of shore cargo conduits to ship's manifolds in coordination with ship's crew to ensure that no leaks will occur during transfer operations
  • Responsible for completion of cargo formalities on board in coordination with the ship's master on completion of transfer operations to ensure cargo documentation is issued in accordance with terminal regulations
  • Assume the role of company's representative while on board the ship and undertake all responsibilities including signing all relevant documentation as required
  • Acts as on-seen-commander for all action and movements of the ship and the emergency response team in an unfortunate case of accident, fire, or pollution on board -while the ship is in port- to restrain damages, that can compromise safety, and suppress the cause of the emergency
Minimum Requirements

  • Holder of a maritime certificate of competency that is required by the port authority of the relevant port and issued by the pilotage authority
  • With Class 1 certificate of competency- Master mariner or equivalent as approved by the pilotage authority
  • At least 10 years of experience at sea, including at least 2 years in command of deep draft ships or harbour tugs in the relevant port
  • Possess Pilotage license for the relevant port issued by the pilotage authority
  • Have passed a written exam and a simulator exercise followed by a period of training on all vessels types and docking facilities
