POSITION PURPOSE:

To provide leadership and coordination and to oversee, and manage the NDoH Strategic Policy Functions of NDoH compliant to all prescribed policies, standards, laws and regulations.

DIMENSION:

  • Executive Manager-Strategic Policy Division is responsible for the overall leadership, performance, and general oversight of all personnel and operations under each of the Branches under the Strategic Policy Division that includes;


- Policy, Planning & Economics Branch

- Legal, Governance Branch

- Performance Monitoring and Research Branch

  • Aid Management and Partnership Coordination Branch.
  • Responsible for the overarching implementation and execution of the National Health Department Corporate Plan and Budget, ensuring compliance to the Public Finance Management Act, National Procurement Act, Public Service Management Act and related mandatory Acts & Regulations.
  • Overall Management of over a billion-kina budget for the Department of Health and the sector that is channel through NDoH for disbursement .
  • Coordinate development and implementation of the National Health Plan across all health sector agencies and report accordingly as required .
  • Coordinate development and implementation of sector strategic programs, projects and interventions and reform agendas across all health sector agencies and report accordingly as required .
  • Ensure regulatory compliance and mandatory reporting to the government and key stakeholders.
  • Maintain regular dialogue with all stakeholders and partners concerning divisional program areas.
  • Provide high level technical support to SEM, Secretary, Minister, Government when required


PRINCIPAL KEY ACCOUNTABILITIES:

  1. Executive Manager - Strategic Policy Division is accountable to the Secretary through the Deputy Secretary -NHP&CS for developing, implementing, and reporting on all 4 program functions and responsibilities under his/her leadership including new reforms instituted to improve health system leadership, management, accountability, regulatory compliance and service delivery.
  2. Executive Manager Strategic Policy Division is accountable and responsible for leading and providing subordinate managers with direction on the standards of Behavior, oversee staff performance, plan and budget for divisional capacity building and staff development initiatives in line with the core functions of the division.
