The Instrumentation and Electrical Superintendent is responsible for leading and managing the I&E execution function, I&E infrastructure budgets, and developing/implementing strategies for sustainable I&E reliability and execution capability improvement at the Lake Charles Manufacturing Complex. This position is accountable for infrastructure improvements for I&E, substations and electrical grid, I&E MI program, training & mentoring technical staff, overall management of technical custody transfer metering activities, ensuring operating area needs requiring engineering support are met, feeding forward reliability-promoting instrument and electrical design requirements to project teams. The position reports to the Maintenance Manager.

Responsibilities may include:
  • Applying Phillips 66 Required Standards, engineering standards, mechanical integrity procedures, and safety procedures to address I&E reliability challenges.
  • Ensuring strategies comply with RAGAGEP and P66 corporate/site standards.
  • Initiating action to increase unit uptime, increase product quality, and reduce refinery maintenance costs by developing and owning reliability improvement efforts for the plant's I&E assets.
  • Being accountable and taking ownership of the I&E Equipment Discipline Lead (EDL) responsibilities.
  • Managing competing priorities and multiple projects simultaneously while still delivering on deadline commitments.
  • Providing leadership for I&E technical support for both maintenance & operations personnel, including but not limited to field I&E & process control troubleshooting support, training documentation & procedure development/review, turn-around support, and Management of Change (MOC) ownership.
  • Reviewing project design packages and provide design input to ensure that site requirements & preferences are met. After project commissioning, ensure that newly installed I&E components are captured on appropriate maintenance programs.
  • Leading and participating in root cause failure analyses (RCFAs).
  • Leveraging input from area M staff to identify and develop scope & justification for I&E infrastructure improvement projects, including but not limited to obsolescence remediation.
  • Leading area M staff in applying T/A scope development philosophy and providing technical support for T/A execution.
  • Providing input to T/A scope development and assisting with efficient execution of T/A I&E scope activities.
  • Partnering with project electrical engineer, site SIS senior competent person, and automation leadership to promote design concepts that ensure sustainable growth of the Process Control Network (PCN).

Required Qualifications:
  • Legally authorized to work in the job posting country
  • Bachelor of Science degree in Electrical Engineering or a related field
  • 10 or more years of experience in a refining or industrial environment
  • 10 or more years of direct experience in the instrumentation and electrical craft
  • 5 or more years of experience in I&E project management and execution
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic

Preferred Qualifications:
  • 5 or more years of supervisory experience
  • 10 or more years of experience in I&E project management and execution
  • Ability to interpret safety requirement specifications (SRS), proof test procedures/work instructions, SIL verification calculations, and other SIS-related design documentation.
  • Ability to read, analyze, and interpret general technical procedures, governmental regulations, and technical manuals.
  • Strong working knowledge of SAP
  • Strong interpersonal and communication skills with the ability to effectively interact with all organizational levels while valuing diversity

The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
