The Measurement and Loss Control Manager will be accountable for building a Measurement Center of Excellence (COE) focused on owning the end-to-end measurement processes (from customer to invoice) for both gas and liquids measurement. This position is responsible for developing a measurement vision and strategy for Phillips 66, and building a COE that is proactive in problem identification and resolution. The COE will work closely with multiple internal and external organizations to guarantee accurate measurements are provided to accounting and third parties. Manager ensures alignment of skills, retention, and career opportunities for team members. Position will be in Houston, TX.

Responsibilities May Include
  • Interface with Phillips 66 business personnel and external customers to understand, troubleshoot and resolve measurement conflicts.
  • Lead the strategic analysis and interpretation of measurement data and analysis.
  • Lead investigations for gain/loss discrepancies and drive to resolution for liquids.
  • Manage the FL&U program strategy and prioritize implementation. This includes flyover management, field investigation and repair prioritization, and issue resolution guidance.
  • Develop and communicate measurement key performance indicators for regional and senior management.
  • Lead a team to provide technical guidance for the design, installation, and operation of all Phillips 66 measurement and metering equipment.
  • Direct the management and operational integrity of metering data and business systems. Develop a strategy to improve data flow through the system including automation and data security.
  • Develop and continuously improve measurement standards and best practices.
  • Ensure all current and future measurement policies and practices implemented by Phillips 66 are in accordance with industry and company guidelines and are shared with and understood by appropriate regional personnel.
  • Participate in Industry groups to identify new technologies in support of reliable and cost-effective operations and stay current with changes to industry regulations, standards, and practices.
  • Develops strong relationships with measurement technology vendors.
  • Actively participates in development and roll out of digital tools.
  • Provide measurement recommendations for connection agreements including metering and sampling designs.
  • Overseeing technical aspects of measurement including the installation, maintenance, and troubleshooting of metering equipment, as well as managing technical data and supporting field operations (field / lab)

Required Qualifications
  • Legally authorized to work in the job posting country
  • 8 or more years of supervisory leadership experience
  • 8 or more years of experience with measurement or pipeline systems (maintenance, volumetric accounting, custody ticket investigation, loss control, Automation, SCADA etc.)

Preferred Qualifications
  • Experience with project planning and execution including budget management
  • Associate degree or higher in Technical Field
  • 10 or more years of experience with measurement systems (Example: device maintenance, volumetric accounting, loss/gain investigations)
  • Experience with Loss/Gain Accounting and Measurement standards such as SOX (Sarbanes-Oxley) and API
  • Demonstrated team-building leadership skills
  • Demonstrated collaboration and integration across functional business and staff services units

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
