Overview:
We are looking for an experienced Process Safety Manager to lead safety initiatives on a major refinery. The ideal candidate will have extensive experience in process safety management, a strong background in high hazard process environments, and a commitment to fostering a culture of safety. You will be responsible for developing, implementing, and maintaining a comprehensive Process Safety Management (PSM) program, ensuring compliance with regulatory standards, and driving process safety culture throughout the organization.

Key Responsibilities:
  • Develop and establish compliance with the Process Safety Management (PSM) Program and the Risk Management Plan (RMP) for the refinery.
  • Lead and facilitate process hazard analyses (PHA), Layers of Protection Analysis (LOPA), and risk assessments to identify, evaluate, and control potential hazards.
  • Manage and maintain PSM programs and policies, including hazard identification, risk mitigation planning, compliance auditing, and reporting.
  • Ensure compliance with OSHA PSM standards.
  • Utilize robust problem-solving tools such as Apollo Root Cause Analysis (RCA) and Failure Mode and Effects Analysis (FMEA) to address safety issues.
  • Oversee the procedure review and training processes for PSM operating procedures, ensuring they are current and effective.
  • Conduct incident investigations and manage corrective actions resulting from incidents, audits, or trip reports.
  • Develop and manage a risk register for potential threats, creating plans for prevention and mitigation.
  • Serve as the site champion for all RCA efforts, ensuring thorough analysis and resolution of safety issues.
  • Facilitate and participate in agency audits, including OSHA and EPA audits, ensuring accurate documentation and compliance.
  • Lead training efforts to enhance the site's understanding of process safety principles and best practices.


Qualifications:
  • Bachelor's degree in Chemical Engineering, Safety Engineering, or a related discipline.
  • Minimum of five (5) years' experience in a high hazard process plant environment, particularly in refining or petrochemical sectors.
  • Extensive knowledge of process safety management as defined by OSHA PSM and EPA RMP standards.
  • Proficiency in leading hazard studies, including PHAs and LOPAs, and implementing safety-related policies.
  • Strong leadership skills with the ability to communicate effectively across various organizational levels and drive cultural change.
  • Strong analytical skills with the ability to problem solve, identify, and resolve issues in a timely manner.
  • Excellent planning and organizational skills to prioritize and manage multiple tasks effectively.
  • Relevant certifications (e.g., CSP, CIH) are a plus.
