SALARY: $61,734.00 - 77,167.00 Salary USD

JOB SUMMARY:

Under general direction, performs utility capital projects statistical, analytical, accounting and reporting functions according to established procedures and regulations associated with municipalities and performs related work as required.

ESSENTIAL JOB FUNCTIONS:

1. Ability to provide technical accounting and financial oversight of capital projects activities of the Water Department, including reconciling capital projects funds, maintaining accurate records, on-going analysis of impact fee transactions and assistance with debt forecasting associated with capital improvements projects.
2. Ability to develop system-wide analytical models to monitor performance and reconcile related data (such as billing to water customers vs. water treated, charges from TRA and Fort Worth for wastewater treatment vs. amounts billed to wastewater customers).
3. Ability to review technical accounting pronouncements related to utility fund accounting; analyze the impact of new and proposed pronouncements on the department; and make recommendations to avoid potential diverse impact on Utilities' financial statements.
4. Ability to assist with system implementations to insure that all accounting and financial issues are identified and addressed; includes the ability to act as the system administrator.

OTHER JOB FUNCTIONS:

5. Ability to assist in other financial activities and special projects as needed or directed.

MINIMUM QUALIFICATIONS

Knowledge, Skills and Abilities Required:
  • Knowledge of accounting principles and practices of municipal utilities.
  • Knowledge of arbitrage and impact fee regulations, capital financing, generally accepted accounting principles, GASB and FASB statements.
  • Knowledge of budgetary and financial development and control.
  • Knowledge of research and analysis methods, survey techniques, statistical and financial analyses.
  • Knowledge of continuous process improvement techniques and practices.
  • Knowledge of information technology systems used in municipal utility operations.
  • Skill in communicating with other city employees and the public by oral and written means.
  • Ability to act as system administrator.
  • Ability to identify, evaluate, and respond to situations or problems in a timely manner.
  • Ability to estimate financial, material, personnel, and equipment requirements for projects, establish detailed project schedules and manage project within established schedule.
  • Ability to receive detailed information through oral communication and to make fine discriminations in sound.
  • Ability to perform a variety of physical skills including, but not limited to carrying, filing, holding, kneeling, lifting, pulling, pushing, seeing, sitting, sorting, squatting, standing, stooping, twisting body, typing, walking and writing.
  • Ability to operate a variety of office equipment including, but not limited to personal computer, calculator and telephone.

Qualifying Education and Experience

A Bachelor's Degree from an accredited college in Accounting or related field. Two years municipal experience. Any equivalent combination of education and/or experience may be substituted for the above.
