Summary or Purpose
Responsible for the effective and efficient operation of the NSB Light & Power System, consisting of all Electric Power Plant and distribution facilities owned by the North Slope Borough.
Essential Duties and Responsibilities

Direct the Power Systems operations and maintenance functions of the Utility Division.
Responsible for the development and improvement of services and programs within the Utility Division.
Responsible for the preparation of the annual power systems budget.
Responsible for the utilities to operate as an enterprise fund.
Responsible for management and the development of the training program for approximately 45 staff in seven villages.
Responsible for the development and implementation of area wide remote metering
program.
Develop and manage preventative maintenance programs for all North Slope Borough utility facilities.
Monitor customer service, public relations and public benefit programs.
Prepare monthly operating reports for submittal to the Utilities Division Manager.
Develop, implement and maintain a work order program.
Develop, implement and maintain a spare parts inventory.
Responsible for regulatory compliance and submittal of annual State and Federal PCE, PAL and GP1, DOE, and EIA reports for all village power systems.
Prepare and maintain Standard Operating Procedure manuals for all village power plants and distribution facilities.
Approve Purchase Requisitions, Travel Authorizations and Travel Claims for the enterprise fund.
Work directly with the Electric Enterprise Fund Board.
Assist in the development of cost of service studies, revenue forecasting and utility master planning.
Oversee and acts as a Project Assistant under MOA's and LOU's with capital projects.
Responsible for the development and management for operational contracts related to power systems.
Attend various meetings, hearings or sessions as required.
Maintain the division's database, statistics and library.
Recruit, supervise and coordinate staff development programs; evaluate staff and monitor operations to
identify and resolve problem areas relating to staffing and scheduling.
Maintain the light and power system's database, statistics and library.
Perform other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of North Slope Borough organization, operations, policies and procedures.
Skill in using personal computers and a variety of software applications.
Ability to establish and maintain effective working relations with co-workers, other Borough employees
and representatives from other local, state and Federal agencies.
Skill in working under the pressure of deadlines, and establishing and maintaining cooperative working
relationship with department staff and other Borough employees.
Skill in financial management, budget preparation, project management and administration.
Education, Experience, Certifications and Licenses Required
Bachelor's degree in operations management, business administration OR High School graduate or (G.E.D.) and five years of experience in related industry work in an arctic environment.
Five years of work experience with Federal, State and Borough laws, regulations and procedures relating to the Electric Power Utility industries.
Five years work experience with power grid projects.
Five years work experience in power systems.
Five years work experience as a supervisor in the electric power industry.
Ability to obtain an Alaska Driver's license that meets the North Slope Borough Insurance Criteria within the probationary period.
