Summary
The Energy Management System Supervisor is responsible for leading and supervising EMS Administrators in the 24/7 management of SCADA-EMS applications, operating systems, databases, and hardware. Key duties include overseeing installations, upgrades, change control, real-time monitoring, troubleshooting, capacity planning, and disaster recovery for SCADA-EMS devices, while ensuring compliance with NERC CIP standards.
In addition to providing technical support, the supervisor oversees system administration and maintenance for the SCADA System and its related applications. This role involves participating in planning and evaluating system modifications, as well as analyzing user requirements and procedures to enhance SCADA functionality and improve operational efficiency. Other related duties may be assigned as necessary.
Essential Functions
Qualifications
Bachelor's Degree in Computer Engineering or a related field, or a minimum of three years of experience in IT administration, compliance, or security; or experience in Electrical SCADA Systems Operations within a NERC-regulated environment. Prefer two years of system admin experience with Linux/Windows operating systems.
*** Critical Infrastructure: This position has been determined to have close contact with, or control of Critical Infrastructure components. This position is subject to extensive background checks and random drug screening. ***
This position requires, in addition to any requirements of Human Resources (HR), and prior to a final job offer, per NERC CIP-004, the completion of a seven year criminal background check, identity verification (e.g. Social Security number verification), and the passing of a Personnel Risk Assessment (PRA). Continues employment in this position will require the NERC CIP-004 requirements to be satisfactorily completed every seven years from date of employment, and/or last PRA.

Essential Functions
- Oversee EMS Administrators and support SCADA system administration.
- Ensure 24/7 support for system failures and System Operator inquiries.
- Install and upgrade operating systems, storage, databases, and backup systems within the SCADA/EMS environment.
- Apply patches, monitor performance, and plan capacity.
- Proactively maintain and repair EMS systems and applications.
- Develop and implement data backup and disaster recovery procedures.
- Follow change control standards and identify system improvements.
- Collaborate with Engineering, Substations, GIS, and IT for fiber optic network maintenance.
- Manage ICCP connections with ERCOT and evaluate equipment proposals.
- Generate real-time operating reports and maintain data collection.
- Prepare technical documents and prepare compliance evidence.
- Perform related duties as required.

- Comprehensive knowledge specific to bulk electric system operations and transmission interconnects
- Comprehensive knowledge of Transmission, substation and distribution safety procedures;
- Comprehensive knowledge of NERC Reliability Standards, plus ERCOT Protocols,
- ERCOT Operating Guides and Emergency Operations requirements;
- Operational knowledge of Transmission, Substation and Distribution systems (protection schemes, equipment limitations, etc.)
- Electrical Safety Practices
- Manage/Supervise the work of others;
- Work on complex issues or assignments where analysis or evaluation is needed;
- Ability to work well under stressful conditions and responds to system disturbances with accurate decisions;
- Ability to assess advanced history of Initiative and problem-solving skills necessary to operate the system, in a reliable and economical manner despite adverse conditions;
- Communicate effectively in a clear and concise manner with others in a courteous manner, including internal or external customers and the general public;
- Must be able to read and understand drawings and maps;
- Excellent verbal and writing skills.
