Description
The purpose of this classification is to supervise the installation, maintenance, and repairs of gas distribution and metering systems, as well as performing manual and hazardous work to monitor, maintain, and improve cathodic protection systems for the gas lines and appurtenances, ensuring reliable delivery of natural gas fuel to all City of Alexandria customers. This position is subject to 24-hour call.
Examples of Duties
Organizes, schedules, supervises, assigns, reviews and inspects operations, maintenance, construction, and cathodic protection activities of the Gas Distribution department; schedules system installations and major repairs.
Supervises assigned crews on an assigned shift; instructs, assigns and reviews work, maintains standards, coordinates activities, allocates personnel and acts on employee problems; evaluates work processes and makes recommendations as appropriate; offers advice and assistance as needed.
Receives, reviews and responds to work orders; assigns projects and develops plans for completion of work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations.
Performs examinations and maintenance on shallow well anode beds and appurtenances; locates underground electrical shorts in gas system; installs anodes and test stations; maintains underground and atmospheric corrosion control; adjusts and maintains electric system associated with shallow well anode beds and rectifier systems.
Monitors work in progress and ensures compliance with established standards; advises crews in techniques and practices; reviews reports; prepares requests for materials and supplies.
Maintains inventory of equipment, parts and supplies; orders materials and equipment needed for each job; perform routine safety inspections on equipment; coordinates needed repairs; provides input in the process of developing specifications for equipment and material procurement; assists in receiving, inspecting, sorting and issuing required parts and supplies; monitors use of supplies and inventory levels.
Prepares and processes paperwork and reports as required by department policy and procedure; receives and reviews timesheets, overtime reports and related documents.
Provides advanced customer service: receives, reviews, analyzes and responds to difficult customer complaints or problems; investigates trouble calls and complaints regarding high gas bills; contacts customers in order to understand the nature of the problem; explains tests performed on the meters and explains what repairs can or cannot be done to remedy the customer's problem; discusses meter or billing problems with customers.
Supervises and performs meter serving work: installs, maintains, tests, repairs, adjusts, and inspects reliefs, regulators, control valves, meters, and stations; turns on gas and lights pilots; turns meters on/off as directed by work orders; maintains and updates records and reports on repairs made to meters and regulators; records meter change-out tickets; picks up malfunctioning and broken meters and regulators in the field; replaces as necessary; repairs meter and gas line leaks in the field; and inspects work performed by contractors on regulator stations.
Supervises crews of cathodic protection technicians, pipe layers, welders, and trades workers engaged in the construction and repair of the distribution system: directs the digging, trenching, and laying pipe; oversees site preparation and cleanup; and takes measures to protect utility lines from corrosion.
Coordinates and performs any field work or troubleshooting required with SCADA System Operators on SCADA system.
Performs work in various weather conditions and subject to 24-hour callout for emergency situations.
Cleans and maintains shop area and equipment according to established policies and procedures; cleans and maintains equipment; prepares required equipment and supplies for assignments and transports equipment to job sites.
Operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments; operates and maintains, mini excavator, pipe cut-off saw, probe rod, pipes and fittings, shovels, etc. Operates cathodic protection equipment: pipe locator, voltmeter, multi meter, current interrupter, short locator, etc. Operates cad welding equipment.
Typical Qualifications
High school diploma or GED; supplemented by five (5) years of progressively responsible experience in the technical maintenance, construction, and repair of gas distribution systems includingcorrosion control and cathodic protection systems; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid driver's license. Must possess a valid State of Louisiana driver's license upon appointment to the position and a valid State of Louisiana Class D driver's license within 60 days. Must obtain certifications as required by the Office of Pipeline Safety within six months of hire as well as any other certifications as deemed necessary.
