Project Construction Engineer III
Job Purpose
Project Engineer (Construction In-House) is responsible for the Offshore & Onshore site management, execution & commissioning of all Engineering Packages (Eng. Pack) & Work Order (WO) including other projects as assigned to the department within budget and schedule in accordance to Project procedures & applicable quality norms in compliance to local & international specifications and standards.
Ensure safe, secure and healthy work environment by following and enforcing standards and procedures, complying with legal regulations related to simultaneous operations (SIMOPS) and shutdown works.
Develop company Project Construction documents, guidelines and specifications in accordance with recognized international standards. As well as Follow up QA/QC and handover of project final dossier.
Job Responsibilities
Coordinate with In-house Construction Team in the execution of various Engineering Packages & Work Orders to ensure that construction is performed within project framework.

Job Responsibilities
- Be accountable for the implementation & completion of all onshore & offshore on both green field and brown field project activities in accordance / compliance with DOTL policies and procedures.
- Manage the safe execution of assigned project/s to completion as per Scope of Work (SOW), within budget and as per schedule.
- Manage the Engineering Package/s, Project implementation in accordance to an established Project HSE policies & procedures and applicable quality norms in compliant to local codes & international specifications and standards.
- Provide Field Engineering Support and assistance to the Project Management Team (PMT)
- Provide review and approval of project documentations & procedures including but not limited to construction drawings, method statement, commissioning and operation manuals, P&IDs, plot plans, specifications, vendor drawings etc. as assigned by PMT.
- Promote the Company HSE Policies and programs and ensure that all Engineering Packages / Projects are safely executed & completed.
- Review of SOW to ensure compliance with local & international standards, technical, operational and HSE requirements
- Interface and coordinate with various company stakeholders and contractors on brown and green field project implementations.
- Monitor and control of site activities from mobilization, construction, commissioning and project handover to end user.
- In coordination with HSE Department initiate HSE & other walkthroughs with stakeholders and contractors in various project phase to ensure & verify compliance interface & coordinate with local compliance specialists and other discipline engineers.
- Coordinate the project resources and identify risks during various project phases.
Coordinate with In-house Construction Team in the execution of various Engineering Packages & Work Orders to ensure that construction is performed within project framework.
Education
- Qualification Requirements
- Higher Professional Education (Engineering Degree)
- 10 years' experience in construction and project management including minimum of 5 years in a supervisory position.
- Experience with fabrication and installation of subsea pipeline, piping, heavy structure and diving activities in oil and gas installations.
- Experience in oil and gas industry, preferably working overseas in difficult environmental, cultural and climatic conditions.
- Computer literate (proficient in MS Office applications, Project and AutoCAD etc.)
- Working knowledge in Turkmen and International construction standards and regulations (ASME, API Codes, General Engineering Standards etc.).
- Project organization skills and techniques, modern construction technologies.
- Experience in EPIC projects.
