Job Purpose

Plan, monitor & coordinate the day-to-day operational activities related to assigned fleet vessels. Advice to eliminate any safety hazards that may be associated with vessels operations.

Responsible for overseeing deployment, mobilization, and operation of marine units in the oil fields and offshore work locations including mooring & maintenance support vessels, specialized vessels as well as all safety & security arrangements for oil fields and offshore work sites to eliminate any safety or security hazard and to maintain organization's operating standards.

Daily coordination with line Manager to lead, the execution of the plans and the implementation of strategies, policies and practices related to all functions in the Fleet Operations Unit, including the management of the fleet licensing and permit processes required for uninterrupted operations, timely acquiring and maintenance of all safety requirements, in order to ensure the overall fleet safety and compliance with other International, National, and Company marine transportation procedures and standards.

Key Accountabilities

• Plan and manage the day-to-day operational activities related to assigned fleet vessels to support voyage requirements in accordance with department manager's direction and control.

• Monitor performance of work activities such as passage planning, ship supplies, crew management, berthing arrangements, and cargo transfer operations to ensure achievement of assigned targets.

• Initiate modifications to work practices in accordance with established regulations to ensure that all activities are carried out without risk to personnel, environment or assets.

• Define work deliverables and achievement milestones in accordance with approved targets.

• Study and examine progress of daily works and recommend alterations to work plan to meet approved schedules.

• Carry out work load analysis to determine additional human capital and material resources required in line with approved work practices

• Inspect and report work conditions and recommends modifications to eliminate safety hazards to personnel, environment, or assets.

• Distribute and monitor compliance to changes in work instructions in accordance with revisions or alterations to international or state regulations.

• Interact with counterparts, ships masters, and external agencies to resolve operational conflicts and facilitate ships passage and voyage requirements.

• Contribute to the development and approval of ships contingency plans and participates in emergency exercises to ensure preparedness and promote safety culture.

Job Specific Accountabilities

• Participate in fleet assessment reviews to promote safety awareness amongst vessels crews and recommends improvements to existing procedures.

• Monitor the scheduling and dispatching of vessels' bunkers, provisions, and supplies and maintain tracking and tracing of materials in transit to ensure delivery to ships according to planned programs.

• Evaluate reports from ship masters and make recommendations for changes to procedures, operating systems, budgets and other financial control functions to department and other senior managers to ensure cost effective ship operation in accordance with budget sanctions.

• Act as liaison between the ships and agents, charterers, and other external stakeholders to ensure preparation and completion of necessary requirements prior to ships arrival/departure to port and sailing to sea.

• Respond to ship Master's inquiries on voyage schedules and other matters of concern to avoid any confusion or operational delays and to ensure clarity of voyage orders

• Monitor and Audit fleet vessels management standards and operating conditions and oversee the safety of operations related to marine activities to ensure compliance to safety, regulatory, state, and class requirements.

• Take part in incident investigations and monitor progress of corrective actions to ensure close outs of recommendations.

• Ensure business continuity and contract execution of all fleet vessels (Contractors)

• Ensure all payable/receivable items related to fleet operations are processed and submitted on time as per contractual obligations

Minimum Requirements

• Master Mariner / Chief Engineer certificate

• OSV, DP2 experience

• Experience in incident investigation

• Minimum 10 (ten) years' experience in Offshore Oil & Gas industry.

• Relevant experience in the oil and gas industry
