Overview
The Process Control Analyst analyzes, evaluates, and maintains the SCADA system as well as making available the correct resources for users and the local area network. Analyzes and reviews process and data to optimize operations and ensure effective service delivery.
Essential Functions
1 Researches, investigates, and implements new technologies to facilitate SCADA system functionality and processes; identifies resources, compares processes with other agencies, and works to implement improvements and changes.
2 Identifies, determines, and recommends the most appropriate solution for process, IT, and related projects with limited scope and risk for the Water Utility processes; thoroughly evaluates all alternatives and identifies areas of risk or issue.
3 Translates solutions into comprehensive systems designs and communicates effectively; participates on site for project initiatives, offers suggestions, analyzes functionality, and assists with testing and evaluation of system changes.
4 Manages and assists with the budget for hardware, software, training, programming, and other support of the SCADA system and other processes; administers and maintains plant fire alarm, security and surveillance systems; performs backup routines for critical data bases and assists operators and technicians.
5 Creates, develops, and analyzes processes that will allow for accurate recordkeeping; views and checks maintenance items and assists in the planning for resolving issues; communicates and collaborates with different work groups to develop problem solving techniques.
6 Represents plant at construction meetings; works and communicates with other departments and services to coordinate projects and activities; assists in the permitting requirements for projects and facilitates improvements and initiatives.
7 Investigates field control issues with programmable logic controllers; diagnoses issues, determines adjustments, analyzes solutions, and provides recommendations.
8 Participates in hiring activities, makes requisitions, and conducts the hiring process.
9 Recommends equipment or support for the SCADA system; procures equipment, establishes support agreements with vendors, and assists in process control changes.
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of SCADA systems, Programmable Logic Controllers, relational databases, security databases, and other process systems.
2 Knowledge of testing methodologies and documentation practices, and the ability to contribute to requirements testability.
3 Comprehensive knowledge of instrumentation and electronic field devices.
4 Ability to review technical drawings and specifications.
5 Ability to manage budget and advise on processes.
6 Ability to provide guidance and assistance to other personnel and participate in hiring processes.
7 Ability to analyze needs and propose creative and cost effective solutions.
8 Communicating effectively verbally and in writing
9 Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS
EDUCATION:
- High school diploma or GED.
EXPERIENCE:
- Six (6) years of experience with SCADA (supervisory control and data acquisition) processes which included:
- Managing communication to LANS (local area networks) and remote SCADA systems AND/OR
- Managing SCADA operational facilities
EQUIVALENCIES:
- Associate degree in any field plus four (4) years of the required experience will meet the education and experience requirements.
- Bachelor's degree (or higher) in engineering, mathematics, computer science, business or an information technology related field plus two (2) years of the required experience will meet the education and experience requirements.
LICENSE:
- Valid driver's license and good driving record.
