Description

Keeping Washington Clean and Evergreen

The Nuclear Waste Program within the Department of Ecology is looking to fill a Compliance Project Manager (Nuclear Waste Program Specialist) position. This position is located in our Richland Field Office (RFO) in Upon hire, you must live within a commutable distance from the duty station.

Are you interested in directing the compliance team across Hanford and non-Hanford mixed-waste facilities? This dynamic position offers you the opportunity to take on a leadership role while also collaborating as a contributing team member. In this role, you will learn all about the Treatment, Storage, and Disposal Facilities regulated by the Nuclear Waste Program, grow your project management skills, and support and mentor other staff members.

Agency Mission: Ecology's mission is to protect, preserve, and enhance Washington's environment for current and future generations.

Program Mission: The mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site; to ensure sound management of mixed hazardous wastes in Washington; and to protect the state's air, water, and land at and adjacent to the Hanford Site.

Telework options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position is eligible for flexible schedules and telework up to 40% of the time.

Duties

What makes this role unique?

The opportunity to oversee compliance activities while balancing project management and individual contributor tasks makes this position fun and interesting. You will learn and gain a unique understanding of all the Hanford site's Treatment, Storage, and Disposal Facilities operations, with a focus on attention to detail and a fresh perspective.

What you will do:
  • Lead the compliance team in project management activities, including scheduling, planning, and tracking.
  • Collaborate and engage with permittees, including the Department of Energy, and other regulators, such as the Environmental Protection Agency, on compliance practices.
  • Engage with permittees on Land Disposal Restrictions and serve as the Tri-Party Agreement project manager for related milestones and reports.
  • Conduct inspections of mixed-waste facilities.

Note: Personal protective equipment will be provided by the program along with reimbursement for any required clothing.

Qualifications

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

A total of eleven (11) years of experience and/or education as described below:
  • Experience in technical positions in environmental, physical, or natural sciences, environmental planning, management, engineering, or other allied field. Experience should show a progressive increase in responsibility and authority.
  • Education: involving a major study in an environmental, physical, or natural sciences, environmental planning, management, engineering, or other allied field.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
