Position Description
ENTRY SALARY: $67,145.17
Under general direction, the Gas System Specialist performs skilled and specialized work in maintenance, monitoring, and general operations of the Gas systems for the City of Clearwater. Inspects the natural gas systems, compressed natural gas operations, cathodic protection, identify and repair of gas leaks, addresses challenging maintenance problems and ensures gas systems work professionally and properly.
Current recruitment is for the Gas Construction section of our Gas System Department.

Certificate AND three (3) years of experience in gas distribution, maintenance, service, cathodic protection, installation, one (1) of which must be in specialized area of assignment; OR an equivalent combination of education, training, and experience may be considered. Previous Construction Inspection knowledge and Construction Project management is preferred.

Duties and Responsibilities
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
- Candidate will be knowledgeable of the Federal Pipeline and Hazardous Materials Safety Administration (PHMSA), Regional and State law requirements. Specifically, knowledgeable of the gas safety rules required by the Florida Public Service Commission (FPSC) for gas system inspections OR similar Gas Safety Rules from other U.S states. The candidate will contribute to the preparation and maintenance of all field records/data and tabulations required by regulatory agencies.
- Maintain working knowledge of regulatory requirements, suggest, and help implement methods to efficiently meet regulatory compliance.
- Assists the supervisor in the operations of one of the specialized areas within the gas department.
- Properly sizes gas lines, selects appropriate materials, uses best installation and construction practices, and ensures compliance with all ordinances.
- Diagnoses, operates, troubleshoots, and repairs a wide range of issues related to gas distribution systems. Including but not limited to, electrical systems (wiring problems, and/or component failures), metering equipment (i.e., diaphragm, turbine, rotary, orifice, etc.), regulator and valve issues (i.e., leaks, pressure irregularities, poor operation), flow computers, temperature sensors, etc.
- Responds to and engages with gas emergencies; provides first responder services in hazardous gas environments and during leak emergencies; locates and repairs leaks.
- Participates in periodic standby rotations for night, weekend, and emergency work.
- Provides training, guidance, and direction for other gas employees; ensures all staff understands the proper procedures for tool use, job specifications, code compliance, and safety; delegates and distributes work in the field and participates when needed.
- Drafts and prepares extensive paperwork and invoices; provides detailed invoices with parts, materials, and prices; documents and tracks all service orders and provides information on jobs completed.
- Establishing and maintaining good working relationships with colleagues and customers.
- Performs other duties as assigned.
Construction Specialist
- Knowledgeable in the operation, and basic trouble shooting of Supervisory Control and Data Acquisition (SCADA) systems.
- Uses knowledge of GIS maps and atlas mapping to run multiple construction projects simultaneously and provide the correct As-built data for GIS entry.
- Coordinates with contractors meter, service and main line installations, relocations, project management, and construction timelines.
- Well versed in the inspection, operation, and maintenance of odorant injection systems.
- Completes accurate testing and calibration adjustment for station and pipeline measuring equipment.
- Familiar in the maintenance and repairs of Compressed Natural Gas (CNG) stations, gate stations, and regulator stations to keep in compliance.
Minimum Qualifications
Licenses, Certifications, and Equipment:
- A valid State driver's license is required.
- Federal, State and Local Gas Certifications based upon area of assignment.
- Does this position require a Commercial Driver's License? Yes
Obtain and maintain Class A or B CDL within one (1) year of hire or transfer date based on area of assignment. Areas of Assignment Needing CDL: Maintenance & Construction - Must be able to pass random drug testing.
Education and Experience:
